Description
The overarching objective of this engagement is to support the Development Bank of Ethiopia (DBE) in building a world-class HR function capable of attracting, developing, and retaining exceptional talent while fostering a high-performance culture. Specifically, the consultancy is expected to: • Conduct a thorough HR audit and current-state assessment to establish a robust baseline • Design and develop a comprehensive HR Strategy aligned to DBE's corporate strategy and growth aspirations • Redesign the HR operating model, organization structure, and role architecture to reflect best practice • Develop a Talent Acquisition Strategy that positions DBE as an employer of choice • Design and implement a Talent Retention Strategy with a compelling Employee Value Proposition (EVP) • Conduct an Organization Culture Diagnosis and develop a Culture Change Blueprint and Transition Plan • Establish a compensation and benefits framework benchmarked against relevant industry comparators • Design and launch a Young Professionals (YP) Program to attract, develop, and retain top university graduates • Develop an Implementation Roadmap and provide support during the transition and change management phases INSTRUCTIONS ON HOW TO ACCESS RFP/ITB DOCUMENTS: In order to have access to the Tender Documents, it is necessary to register in UNGM portal (www.ungm.org).
