Can we submit a Level 2 course developed for another UN agency (e.g., digital literacy training delivered for a self-sustaining progamme) as Sample 1, provided it demonstrates the required learning design, pedagogical approach, and technical quality?Answer 110- Yes, these can be submitted, as long as the courses/modules effectively demonstrate the required specifications and proposed learning design, pedagogical approach, creativity, graphical quality, and technical capabilities.Clarification 111- For the French and Spanish versions, would UNOPS accept AI-generated translations with human proofreading, or are professional human translations required? Could you give us an idea on how much the organisation is expecting to spend on this in the upcoming years so as to allow us to ideate a size of the opportunity? And how many vendors is the UNOPS planning to onboard through this RFP?Answer 96- Drawing from the projects in the last 2 years where UNOPS spent around USD $300 000 on digital learning services, we are looking to spend approximately $150 000 - $180 000 per year on digital learning services in the upcoming years.We cannot disclose how many vendors will be participating in this tender, nevertheless, UNOPS will use the results of this solicitation process to establish none exclusive Long Term Agreements with more than one vendor (Maximum of 3 LTAs)Clarification 97- With reference to Clarification 6 in Q&A, UNOPS has indicated that bidders may “develop the course content or use illustrative content on the topic.”Could UNOPS kindly clarify whether bidders are required to develop the 3 sample courses specifically on the topic of “Introduction to Project Management Principles,” or whether an alternative topic may be used for illustrative purposes, provided that the samples effectively demonstrates the proposed learning design, pedagogical approach, creativity, graphical quality, and technical capabilities?Answer 97- An alternative topic may be used for illustrative purposes, provided that the samples effectively demonstrates the proposed learning design, pedagogical approach, creativity, graphical quality, and technical capabilities.Clarification 98- Is it mandatory to create sample courses for participation in this tender, or can we submit links to our existing course samples as references instead?Answer 98- Exisiting course samples that effectively demonstrate the required specifications and proposed learning design, pedagogical approach, creativity, graphical quality, and technical capabilities can be used.Clarification 99- The Schedule of Requirements states that courses must be HTML5 compliant across Chrome, Edge, Safari, and Firefox, and must be mobile-friendly across smartphones, tablets, laptops, and desktops. The minimum supported browser versions for desktop and laptop testing (for example, Chrome current and n-2, Safari 16 and above, Microsoft Edge current, Firefox ESR).b. Therefore, bidders have the liberty to use content from a comparable/related topic or use illustrative content on the topic.Clarification 94- If a bidder submits pre-existing samples rather than newly developed courses, will this in any way affect their standing or scoring in the technical evaluation?Answer 94- As long as the samples comply with the criteria stated in this tender, the scoring wont be affected.Clarification 95- We would appreciate your clarification regarding Form D – Technical Evaluation Form, specifically section F1 (Samples 2A and 2B).Could you please confirm whether SCORM packages are also required for Samples 2A and 2B?Our question arises from the fact that, for E1 (Sample 1) and G1 (Sample 3), the requirement explicitly refers to the submission of SCORM packages. New clarification added: Dear Potenital BiddersPlease be aware of the following clarifications: Clarification 79- Regarding row B3: The pricing for Premium video development involving advanced video effects and Premium video development involving video shoots with real actors are completely distinct and cannot be clubbed in the same category. This is because live shooting with actors involves production team costs, travel and lodging costs, and varies depending on the length and location of the shoot, in addition to other considerations. Please clarify how we can reflect this in the given pricing cells for B3.Answer 79- The price offered must cover any scenario possible and included as one in the section B3.Please note, as stated in the ToRs, UNOPS strives to reduce travel in all our projects and there will rarely be a need to travel for shooting purposes.Clarification 80- What does the ‘Fixed pricing per video’ column in Col G mean or relate to?Answer 80- This involves any fixed price the bidder offers additional to the slides/videos/assignment.Clarification 81- Cell D31 asks us to indicate a Quantity discount as well as explain the discount modality. Most commonly, courses are designed to be desktop-first and mobile friendly (accessible on a mobile device but usually a desktop site shrunk down to the mobile view) but not responsive (layout automatically and fluidly rearranges to fit any screen size perfectly). Making a course responsive involves designing and coding it differently, which puts it in a higher pricing category. Please confirm whether all UNOPS courses will be required to be mobile friendly or mobile responsive.Answer 91- Most UNOPS personnel take their courses via desktop/laptop. Does ISO 9001:2015 qualify?Answer 63- Please note that ISO 27001 is related to Information Security Management Systems and ISO 27701 is related to Privacy Information Management System , while ISO 9001-2015 is only related to Quality Management Systems (QMS) with no relation to Information Management, hence not applicable.Clarification 64- The scope of the required samples collectively equals two fully developed eLearning courses, along with translations in French and Spanish. Could UNOPS clarify whether these samples will be compensated? Additionally, would it be acceptable to submit a Proof of Concept (POC) in place of the complete 60-minute modules for Sample 1 and Sample 3, while still demonstrating the required level of instructional design, interactivity, and technical capability?Answer 64- UNOPS will not provide compensation for the samples and will not use these samples for any other purposes beyond the technical evaluation process of this tender.Samples are mandatory for this tender, therefore, POC will not substitute the samples.Clarification 65- FINANCIAL PROPOSAL FORM This is a per source content slide and not a per output screen price. New clarification added: Dear Potenital BiddersPlease be aware of the following clarifications: Clarification 1- Following our review of the RFP documentation, we would respectfully like to inquire whether UNOPS would consider extending the current submission deadline.Given the scope and complexity of the requested technical submission — including the preparation of a substantial interactive 60 minutes eLearning sample package and supporting documentation — and considering the timing of the invitation and upcoming Italian public holidays, the current timeline appears particularly compressed.For this reason, and if operationally feasible, we would kindly ask UNOPS to consider granting an extension of approximately two additional weeks.Answer 1- An extension of two weeks will be applied to the deadlines of this tender.Clarification 2- We would kindly appreciate clarification regarding the interpretation of the sample deliverables requested in the Technical Evaluation Form, specifically in relation to Samples 1, 2 and 3.In particular, with reference to the rows related to the sample eLearning deliverables for:Level 2 (Intermediate) interactivity/complexity; andLevel 3 (Premium/Advanced) interactivity/complexity,we would like to confirm our understanding of the expected scope of development.Could UNOPS kindly clarify whether bidders are expected to:Fully write and develop complete 60-minute eLearning courses for:Level 2 in English, French and Spanish; andLevel 3 in English;or whether bidders are instead expected to develop only a representative sample/portion of a 60-minute course.If the latter is the intended interpretation, could UNOPS kindly specify the expected size/scope of the sample deliverables, including the approximate number of minutes/slides/interactions expected for each sample submission.Answer 2- Bidders are expected to fully design and develop 60-minute eLearning courses for Samples 1, 2 and 3.Please note, however, that the focus here is not on the content itself but on the learning design, pedagogical approach, quality of graphics, accuracy of translations, and the level of creativity/innovation.Clarification 3- To create a 60 minute interactive course from scratch in under 3 weeks is quite an undertaking both in terms of time, cost and quality. It certainly wouldn't represent our best work.Could I therefore please ask:1) Are you expecting a complete fully functioning course, or a prototype/concept?2) Will you be assessing the quality of the content/translations, just the learning design, creative design and technical?3) In content is just meant to be illustrative, would it be acceptable to use AI to:a) generate source content?b) translate the content into French/Spanish?4) Could sample 3 be integrated into sample 1/2 as a section, rather than being a separate course? i.e. 1 x 60 minute course that shows both L2 + L3?Answer 3- 1. Bidders are expected to fully design and develop 60-minute eLearning courses for Samples 1, 2 and 3.2. The use of AI is acceptable for generating illustrative content and for text translation, as long as the translations are accurate4. Sample 3 has to be a separate course. It can be, however, be based on the same content used for Sample 1.Clarification 4- We recognise that no work is guaranteed, but do you have an estimated LTA spend over the initial 3 years?Answer 4- Drawing from the projects in the last 2 years, UNOPS spent around USD $300 000 on digital learning servicesClarification 5- Expected scope of eLearning sample coursesForm D (Technical Evaluation Form) requires bidders to submit sample eLearning courses on "Introduction to Project Management Principles" at Level 2 (Intermediate) and Level 3 (Premium/Advanced) complexity. Could you please clarify the expected number of content screens or slides for each sample? Are the samples intended to cover the whole duration of the courses (1h)?Answer 5- Bidders are expected to fully design and develop 60-minute eLearning courses for Samples 1, 2 and 3The number of slides is not fixed. It will depend on the pedagogical and instructional design approach taken. Ultimately, the average time required for a learner to go through the course developed must be an hour, whether this is 30, 40 or 45 slides.Clarification 6- The RFP does not indicate whether UNOPS will provide any source materials for the "Introduction to Project Management Principles" course samples. Could you please confirm whether bidders are expected to develop all course content independently from scratch, or whether any content resources will be provided by UNOPS?Answer 6- The bidders have the liberty to develop the course content or use illustrative content on the topic.Please note, however, that the focus here is not on the content itself but on the learning design, pedagogical approach, quality of graphics, accuracy of translations, and the level of creativity/innovationClarification 7- Acceptable authoring tools for Level 3 (Premium/Advanced) sampleSection G of Form D states that the Level 3 sample deliverable may be shared as "a SCORM file AND an Articulate link." Our company works with a range of professional e-learning authoring tools, including Articulate 360, mAuthor, and Avallain Author. For highly gamified, advanced interactive content — as required at Level 3 — tools such as pure HTML5 or mAuthor offer significantly greater flexibility and capability than Articulate 360 alone. Could you please confirm whether the reference to "an Articulate link" is intended as a mandatory requirement, or whether other SCORM-compliant authoring tools are also permitted? We wish to ensure that our submission showcases the highest possible quality of Premium content using the most appropriate tool available to us.Answer 7- The use of other SCORM-compliant authoring tools is permissible and welcome.Clarification 8- Could you please clarify how assignments will be allocated among awarded vendors under the LTA framework (e.g. direct assignment, mini-competition, rotation, expertise-based selection, or another mechanism)?Answer 8- The assignments will be allocated based on expertise of each vendor.Clarification 9- Could you please provide indicative expectations regarding typical project sizes and complexity, such as:average slide counts,typical course duration,and/or expected distribution across Level 1, Level 2, and Level 3 eLearning projects?Answer 9- Project sizes and complexity will vary from project to project, depending on the course objectives and project requirements. We have courses ranging from 30 minutes to 6 hours, all with varying levels of complexity. These requirements and expectations are normally discussed and agreed on at the start of the project.Kind regards
