New clarification added: Q17: The RFP requires a USD $1.5M Professional Indemnity Insurance (Minimum coverage 1.5M USD ) with coverage for 5 years after the completion of a 2 year project. This will come at a high premium cost with potential difficulty in obtaining coverage depending on scope. USD $1M Professional Indemnity Insurance is customary. The requirement to maintain this insurance for 5 years for construction work not being done by the Consultant also seems impractical. We wish that this requirement be reviewed please.A17: Per Amendment No. 1, the minimum limit is officially reduced to 1.0M USD. The requirement to maintain this coverage for 5 years post-completion remains mandatory. While you are not executing physical construction, Professional Indemnity Insurance covers your professional advice and supervision services. Section IV, Schedule 1, Sub-Clause 4.2.4 legally establishes the Consultant's "Liability Period" as strictly "5 Years". Therefore, Schedule 3.9 mandates maintaining the insurance for 5 years post-completion to fully align with this contractual liability period.Q18: In the UNOPS portal, under Document Checklist, Schedule 3.8 requires that documents for "Equipment and Machinery Requirements - supported with copies of technical documents" be uploaded. However, the items that fall into this category includes IT Equipment, a vehicle, measuring tapes, PPE, and a mobile service plan. New clarification added: With reference to Invitation to Bid RFP/2026/62493 for Supervision of Construction and Refurbishment Works: Waste Treatment Building, Maintenance Workshops (Painting and Carpentry), Parking Lot, and Morgue at Queen Elizabeth in Barbados we hereby inform you that Clarification Note No. 3 has been issued, as detailed below:Q11: Following up on the Clarification Note No1 published on 22/05, we would like to share that we work regionally, including in Barbados, on a project-by-project basis where local personnel are engaged directly from our head office in the Caribbean. Any foreign Caribbean personnel can work in Barbados or any other Caricom territory once they possess a CSME (Caricom Single Market Economy) Skills Certificate, which would have to be registered in the local country of the project. The scope of work under this RFP would not be treated as “carrying on business” that mandates external‑company registration under the Companies Act. Instead, it would be treated as a project‑based services contract executed from outside, with personnel on site via work permits. As such, we kindly request that this requirement be modified to read: “For foreign companies (Without Local Presence): A commitment letter stating that the company will ensure compliance with all local mandatory registration and operation requirements if awarded the contract, including under the Companies Act of Barbados”.A11: The requirement for external company registration is a mandatory qualification criterion and cannot be waived or modified. For Foreign Companies without a local presence at the time of submission, the requirements are strictly defined as follows: At Proposal Submission: You must submit a ""Commitment to Localise." This is a formal letter " stating the intent to register the company as an external entity under the Companies Act of Barbados and comply with all local mandatory registration and operation requirements ife contract is awarded.. The Consultant’s purpose is to ensure "proper contractual management, rigorous quality assurance and supervision". UNOPS, exercising its "technical oversight" mandate, will then provide the necessary design clarifications or coordinate with the original design authorities to resolve the RFI.Q15: Also in portal, under Document Checklist, Schedule 4.7 requires that documents for "Consultant's Equipment and Machinery" be uploaded. New clarification added: Q8: Section V - There are a number of scope items that would typically be done by an Architectural consultant. Will this consultant tender be required to include for an architectural consultant too or has the project already got an Architect appointed?A8: The primary architectural "Detailed Design" is already complete. You are not explicitly mandated to appoint a dedicated "Architect" as Key Personnel. However, the RFP dictates that the provided personnel list is only the "minimum" and that you "must employ all necessary personnel to carry out the functions defined".Therefore, if you determine specific architectural expertise is needed to properly supervise the existing design, you must include it in your team. Additionally, note that a degree in Architecture is an accepted qualification for the "Consultant’s Representative / Supervision Manager" role.Q9: There doesn’t seemto be any completable word/excel document for Schedule 3.8? We are able to fully comply with all contractual, reporting and tax obligations under the terms of the agreement without establishing a separate legal entity in Barbados. We are willing to appoint a local representative/agent to facilitate administrative coordination and ensure full compliance with applicable Barbados regulations. We believe this approach maintains full legal and operational compliance while avoiding unnecessary administrative duplication and delays that would not add value to project delivery.A1: We acknowledge Company XYZ’s fully incorporated status in Country X, your demonstrated capacity for international assignments, and your proactive willingness to appoint a local representative to facilitate compliance.However, the requirement to register as an External Company prior to contract signing cannot be waived. To clarify a key point regarding Barbados law: under the Barbados Companies Act (CAP 308), registering as an External Company does not mean you are required to establish a separate legal entity or a local subsidiary. Rather, it is simply the mandatory statutory mechanism that legally authorizes your existing foreign entity to conduct business and execute contracts within Barbados.Furthermore, your proposal to appoint a local representative aligns perfectly with this process.
