Dear Bidder, The International Labour Office (ILO) seeks an individual consultant to serve as an External Collaborator. Under the PROSPECTS Partnership Programme, the ILO is recruiting an international consultant to support the diagnostic assessment and policy development process for the Social and Solidarity Economy (SSE) in Iraq. The consultant will work with the Government of Iraq through the National SSE Committee (Diwani Order No. 61 of 2025) to develop an inclusive, evidence-based national SSE policy aligned with the ILO Resolution on decent work and SSE. The assignment will be implemented in close coordination with relevant government institutions, social partners, and stakeholders, under ILO supervision. The assignment consists of two phases. Phase one includes a comprehensive diagnostic study of SSE in Iraq, covering literature and policy review, stakeholder mapping, assessment of SSE forms and sectors, employment contributions, challenges, and opportunities for inclusive job creation—particularly for women, youth, refugees, IDPs, and host communities. A diagnostic report will be produced and validated through a workshop. Phase two focuses on translating findings into practical policy options. The consultant will develop a policy and intervention matrix outlining challenges, proposed actions, impacts, feasibility, stakeholder roles, and timelines. This phase includes national consultations and validation of the final matrix. This assignment aims to support Iraq in developing a coherent SSE policy framework promoting inclusive growth, decent work, and social cohesion.
