UNFPA in Nepal is soliciting proposals from qualified consulting firms registered in Nepal to conduct the First Midterm Evaluation of Outcome-level Result Tracking for the “Safe and Enabling Environment for Adolescent Girls and Young Women” (SAFE-Girls) project.


The project (2024-2027) ‘Safe and enabling environment for adolescent girls and young women’ (SAFE-Girls) targets harmful practices and gender-based violence experienced by adolescent girls and young women in three provinces of Nepal where levels of gender-based violence and harmful practices are high. It provides safe spaces for young women and adolescent girls to build support networks that promote knowledge and skills. Through learning, mentoring, and peer-based discussions in physical and digital spaces, girls are equipped with the social capital to make independent decisions about their lives, including their sexual and reproductive health and rights. Services that provide gender-based violence response and prevention will be strengthened in the target provinces, and comprehensive sexuality education will be enhanced both at the coordination level as well as in schools with improved materials and teaching methods. The project strengthens the individual and collective agency of young women and adolescent girls to target and respond to gender-based violence and harmful practices as well as increase their access to sexual and reproductive health and rights, including during humanitarian emergencies. The project has three outcomes:

 1) The capabilities of adolescent girls and young women to act as change agents in society is increased

2) The support and prevention systems for survivors of gender-based violence are enhanced; and

3) The quality and reach of comprehensive sexuality education is strengthened.

The midterm evaluation will focus on assessing progress toward these outcomes, with a particular emphasis on measuring contributions made during 2024-2025. Its primary goals are to:

i)                 assess the contribution of project interventions to outcome-level progress; and

ii)                analyze the contribution of 2024-2025 interventions toward achieving outcome-level results.
