Description
The UNJSPF OIM is seeking information from qualified vendors for an enterprise data governance solution to support a hybrid data environment comprising Microsoft 365, on premises Microsoft SQL Server, externally hosted data sources (including an S&P Global managed data warehouse (AWS based with restricted scanning access), and a planned cloud data platform deployment (e.g. Snowflake or equivalent). The objective is to establish a centralized and authoritative capability for data cataloging, metadata management, data lineage, supporting improved transparency, accountability, regulatory compliance, and enablement of analytics and AI use cases. The solution is expected to function as a system of record for data governance rather than a data processing or storage platform, and to integrate with existing platform native security, access control, and data management tools. The organization is particularly interested in solutions that support hybrid and federated governance models, allow for logical or manual metadata and lineage documentation where direct technical scanning is not feasible, and can evolve alongside future cloud and analytics initiatives. Functional requirements -Ability to provide a centralized data catalog covering structured and semi-structured data assets, including technical metadata and business metadata. -Support for a business glossary, including definitions, ownership, stewardship, and domain classification. -Capability to capture and visualize end-to-end data lineage, including table-level and, where available, column-level lineage. -Support for logical and manually maintained lineage to document data flows from externally hosted or restricted systems that cannot be directly scanned. -Ability to define, manage, and associate data governance policies and standards (e.g. data classification, usage constraints, retention principles) with data assets. -Support for metadata tagging/labelling, including business, sensitivity, regulatory, or usage related tags. Governance operating model -Support for data ownership and stewardship roles, including assignment, accountability, and approval workflows. -Ability to support a federated governance model, where business domains retain responsibility within a centrally defined framework. -Auditability of governance actions (e.g. changes to definitions, ownership, classifications). Integration and architecture considerations -Compatibility with Microsoft 365 and Microsoft based security and compliance tooling such as Purview. -Ability to integrate with on premises SQL Server environments. -Ability to integrate with or govern cloud data platforms such as Snowflake (or equivalent). -Ability to document and govern data sourced from external vendors or third party platforms where direct technical access is limited. -Open APIs or integration mechanisms to support interoperability with existing data, security, and analytics platforms. Non-functional considerations -Scalable architecture suitable for enterprise use. -Role-based access controls and alignment with organizational identity management. -Vendor experience with regulated or data-intensive environments is desirable.      Specific Requirements/Information Vendors should provide an overview of their product and services with a breif description of how their solution suppports the above requirements using the attached checklist. Qualifying vendors may be invited to provide a demonstration, upon sole discretion of the UN. Company information: The Vendor should also provide a brief history of their company, how it is organized to support the proposed solution, and how its available products and resources will be used to meet UNJSPF/OIM requirements. The vendor shall submit the following information: • The company’s official name and address. The vendor shall also indicate what type of entity it is — for example, a corporation or a partnership. • The name, address and telephone number of the person who receives correspondence and who is authorized to make decisions or represent the vendor. Please state this person’s capacity within the company. • The total number of years the vendor has been in business and, if applicable, the number of years it has operated under the present business name. • The number of years the vendor has been providing the proposed solution. • A description of the vendor’s operations: facilities, business and objectives, and the number of employees, and client support services. Services and Pricing structure: • Please indicate the nature of your pricing model and as well as the metrics used to price your solution (e.g., flat fee, per module, per portfolio, per users, etc.). • Please describe your implemention approach and the pricing / rates for your implemention services. • Please describe your client support model and the pricing of related support services.
