Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: 1. Market Assessment Report A light-touch market assessment analysing the supply and demand for financial products and services for young entrepreneurs and MSMEs in the digital economy in Kigali and Musanze. The report will identify market gaps, barriers, opportunities, underserved segments, and recommendations to strengthen youth financial inclusion. 2. Institutional Assessment Report An institutional assessment of the selected partner FSP(s), reviewing governance, strategy, operations, delivery systems, portfolio, financial management, human resources, and institutional capacities to support the development of economically viable financial products for young entrepreneurs and MSMEs in the digital economy. 3. Financial Product Development Strategy A tailored strategy for financial product development, including the design or adaptation of youth-friendly and economically viable financial products and services targeting entrepreneurs and MSMEs in the ICT and ICT-enabled sectors, aligned with National Bank of Rwanda regulations and global good practices. 4. Outreach and Market Activation Action Plan A practical outreach and market activation plan outlining target segments, communication channels, delivery mechanisms, operational requirements, KPIs, timelines, and staff capacity-building measures to support pilot implementation and scaling of the proposed financial products. 5. Referral Mechanisms Framework Fit-to-context referral mechanisms developed in collaboration with MOYA, FSPs, and business development support actors to improve coordination and facilitate young entrepreneurs’ access to suitable financial products and services. 6.
