IT intellectual services for re-engineering of the e-module Register of Electoral Officials

The Council of Europe is looking for a qualified provider to deliver intellectual services for the re-engineering and enhancement of the Register of Electoral Officials (REO) module part of the State Automated Information System “Elections” (SAISE) operated by the Central Electoral Commission of the Republic of Moldova (CEC).

SAISE supports the overall management and administering of electoral processes, while the REO electronic module serves as a core component for the registration, management, and monitoring of electoral staff or prospective electoral staff. The REO electronic module is currently functional and was developed based on the technical specifications approved in 2020. Considering latest legislative developments and evolving operational requirements, a number of functional, procedural, and integration-related limitations have been identified.

The purpose of this assignment is to re-engineer and enhance the REO e-module to ensure its alignment with the current legal framework and institutional needs. The assignment includes the improvement of existing functionalities, the development of additional features, and the optimisation of user workflows and data management processes.

The provider shall deliver a fully functional and operational solution, integrated within the existing SAISE environment, ensuring continuity of services, data integrity, and compliance with the technical documentation provided. The implementation shall include testing, validation, and formal acceptance procedures, as well as support during deployment and commissioning.

The assignment is expected to be implemented within a period of 5 (five) months from the start of the contract, followed by 12-month maintenance period, requiring the provider to ensure efficient planning and timely delivery of all phases, including development, testing, and deployment, in accordance with the project deadlines.

The REO’s re-engineering will be done based on the ToR elaborated by the Council of Europe under the Project “Improving electoral practices in the Republic of Moldova (IEPRM), 2025-2028” and approved by the CEC on 27 October 2025 - Technical Specifications 2 (TS2).

For information purposes only, the total budget of the project amounts to € 45,000.00.
