BACKGROUND
The United Nations Office for Project Services (UNOPS) is implementing the project “Improving Water Quality of the Sitnica River through the Construction of Wastewater Treatment Plants at Kosovo B Thermal Power Plant (TPP)”.
This vital infrastructure initiative aims to mitigate the environmental impact at the site of the Kosovo B TPP, located in Obiliq Municipality. The project involves the construction of five Wastewater Treatment Plants (WWTPs) and one chemical storage facility. Once operational, these facilities will treat industrial and domestic wastewater generated at the TPP site, ensuring that the treated effluent meets the required environmental standards before discharge into the Sitnica River.
To transition from project concept to actual construction, a series of mandatory regulatory approvals must be secured in advance. This initial phase focuses strictly on obtaining the following key pre-Construction Conditions consents for the project:
Important Note: The preparation of the comprehensive, detailed technical designs (including the Concept Design and Preliminary Design) is explicitly excluded from this scope and will be handled later by the main Design & Build contractor.

New clarification added: Clarification request no. 02:We would appreciate a clarification regarding the minimum staffing requirements for this tender. Under Section 3 – Technical Criteria, Part 3: Key Personnel Proposed, point 3.2, it is stated that the bidder shall propose the following minimum Key Personnel:One (1) Licensed Geodetic SurveyorOne (1) Licensed drafter for EIA Report and Water Consent ExpertHowever, under point 3.7 – Key Personnel Requirements, the following experts are listed:Licensed Geodetic SurveyorLicensed Water Engineer/HydrologistLicensed Environmental Engineer/EIA ExpertLicensed Civil / Environmental Engineer (Team Leader-can be assigned to upper roles)Specifically, please confirm whether the Bidder is required to propose only the personnel listed under point 3.2, or all experts listed under point 3.7.Clarification response no. 02:To clarify the minimum staffing requirements:• Under Section 3.2 (Technical Criteria), the mandatory minimum Key Personnel that every bidder must propose are: • One (1) Licensed Geodetic Surveyor • One (1) Licensed Environmental Engineer / EIA Expert (who can also cover Water Consent)• The table under Section 3.7 – Key Personnel Requirements lists the extended/desirable team (Geodetic Surveyor, Water Engineer/Hydrologist, EIA Expert, and Team Leader).Bidders are strongly encouraged to propose the full team as listed in 3.7, as this will be evaluated favourably. New clarification added: Clarification request no. 01:We would appreciate your clarification regarding the current validity of Environmental Impact Assessment (EIA) Expert Licenses in Kosovo.EIA Experts in Kosovo are currently undergoing the re-licensing procedure for the Environmental Impact Assessment (EIA) License. The required documentation has already been submitted, and the administrative procedure is ongoing in accordance with the requirements of the competent licensing authority.Furthermore, our understanding is that the existing licenses remain valid and in full force until an official decision regarding the re-licensing process is issued by the competent authority. We would highly appreciate your confirmation or any further clarification on this matter.Clarification response no. 01:Regarding the validity of EIA Expert Licenses in Kosovo:The existing licenses remain valid and in full force during the ongoing re-licensing procedure, provided that the expert/company has submitted the required documentation to the Ministry of Environment, Spatial Planning and Infrastructure (MESPI) and the administrative procedure is still ongoing.Bidders are required to submit proof of a currently valid license or official confirmation from MESPI that the re-licensing application has been duly submitted and is under review.Please note that any expert proposed must hold (or have submitted for renewal) a license issued by MESPI for the preparation of Environmental Impact Assessment Reports.
