Supply of Locally Produced Buckwheat, Millet, Yellow Split Peas, Oat Flakes and Sugar
Who We Are
The United Nations World Food Programme (hereinafter referred to as “WFP”), with its Headquarters located at Via C.G. Viola, 68/70, 00148 Rome, Italy, is the leading humanitarian organization saving lives and changing lives. WFP delivers food assistance in emergencies and works with communities to improve nutrition and build resilience. Each year, WFP assists nearly 100 million people in approximately 83 countries. WFP employs around 17,000 staff, most of whom work in challenging environments directly serving the world’s vulnerable populations.
Since the onset of the Ukraine emergency response in March 2022, WFP has made significant efforts to support local markets and national food systems while addressing food insecurity. Our approach prioritizes local sourcing whenever feasible. In 2025, 99 percent of the food distributed by WFP in Ukraine was procured locally, contributing directly to the strengthening of the Ukrainian economy.
The WFP Ukraine Country Office intends to expand its roster of qualified local suppliers for the following commodities: buckwheat, millet, yellow split peas, oat flakes, sugar. Eligible Ukrainian suppliers are invited to submit an expression of Interest and undergo the supplier qualification process.
The estimated annual procurement volumes are as follows:
- Buckwheat 1600 MT
- Millet: 1600 MT
- Yellow split peas 1600 MT
- Oat flakes 2400 MT
- Sugar 800MT

Purpose of This EOI
The purpose of this Expression of Interest is to identify suppliers that demonstrate adequate technical, quality, and financial capacity one or more of the listed commodities. Suppliers that successfully pass the qualification process may be invited to participate in subsequent competitive bidding process issued by WFP Ukraine.
This EOI does not constitute a tender or a commitment to purchase. Eligibility for future tenders will be determined based on the completeness of submitted documentation and the results of a technical and quality assessment, including possible inspection conducted by WFP’s Food Safety and Quality (FSQ) Department.

Interested suppliers must submit the following documents:

Initial Paper Assessment (IPA) Form, including copies of:

Food manufacturing/trading license/registration issued by approving authority (certificate that the company is registered for the commodity that it wishes to provide to WFP);

Example of certificate of analysis (COA) issued by an accredited laboratory, aligned with WFP specs;

Quality Management System certification (copy of valid ISO 9001 or equivalent certificate )

Food Safety Management System certification (copy of valid ISO 22000 certificate) or Global Food Safety Initiative (GFSI) scheme certification (copy of valid FSSC 22000, IFS, BRC, SQF, or equivalent certificate);

Hazard Analysis and Critical Control Points (HACCP) Plan;

Product release criteria/procedure (details on analysis/visual inspection, parameters, limits, frequency and test methods etc.);

Traceability procedure and information on batch/lot size and codification;

Product description or manufacturing specification sheet;

Quality control (QC) plan for raw and packaging materials, process and finished product (details on parameters, limits, frequency and test methods etc.)

Upon closure of the submission period, WFP will review all submissions and inform suppliers of the evaluation outcome.
Evaluation and Important Information

Incomplete or unsigned submissions will not be considered.

All submissions and supporting documentation will be treated as strictly confidential and will not be disclosed publicly.

WFP reserves the right to modify or cancel this procurement process at any stage. Any changes will be communicated to all participants accordingly.
