Description
Under the project ‘Health Information Quality Improvement’ funded by the The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), the Ministry of Health & Mass Media in Sri Lanka aims to digitize 30 hospitals across 7 provinces. In support of this initiative, this ITB aims to select a qualified supplier for the Provision and Maintenance of Local Area Network (LAN) and Structured Cabling System (SCS) in 30 hospitals across Sri Lanka.

New clarification added: Clarification No: 08Question 01:Requirement: The requested intelligent patch panel should be 1U, 24 Port U/UTP CAT6A (23 AWG) IDC type. Proposal: Our proposed Aginode patch panel is An IDC (Insulation Displacement Contact) connector with a "non-punch down" design—widely known as a tool-less connector—allows to terminate cables without using a dedicated punch-down tool. These connectors feature a hinged cap or pressure mechanism that clamps down to slice the wire's insulation and lock it into place. Each keystone can be terminated individually. Will this comply with you requirement? If the above is complied, should we fully load the patch panel with keystones or cater only the requirement?Response to Question 01:Please adhere strictly to the provided specifications. The requested intelligent patch panel should be fully loaded 1U, 24 Port U/UTP CAT6A (23 AWG) IDC type.Question 02: Our Aginode LANsense supports the architecture of Central AIM server with web-based monitoring at each hospital. In the Central AIM Server architecture, we host server at a one location and we can provide all the required features at hospital level. We can provide all the requirements in the bid technical requirement including controlling the access levels to each admin hospital wise. Please clarify whether this topology is acceptable?Response to Question 02:Central server architecture solution for “Automated Infrastructure Management Software” is not acceptable. As per client requirement please ensure the complete deployment of all required features across each hospital. Ministry of Health (MoH), will be responsible for hosting server infrastructure.

This is the only change that has been made to the BoQ. - This is CIF or DDP ?Response:This is a tender for Works. All bids shall be submitted as the total Accepted Contract Amount, exclusive of any direct taxes (including customs duties), indirect taxes (such as VAT or sales taxes) and taxes on commodities (such as fuel).

New clarification added: Clarification No:06Question:The “Automated Infrastructure Management Components” asked to be complied in this tender may result in more advanced scope of requirements beyond the required level of the tender , which in return makes the tender pricing high. This feature required is aligning with a single product available in Srilanka and the product is already preferred price locked by a company to this particular tender. Considering the above situation the other bidders can’t get the product and fair pricing from the vendor which led us to an incompetent pricing submission on this tender . Therefore a most humble and kind request to consider to remove this requirement which will help the bidets to provide a better pricing Response: This is a Client requirement and therefore shall remain within the scope of the tender.Bidders are fully permitted to source “Automated Infrastructure Management Components” brands or products internationally & not limited to the product portfolios currently available locally.

New clarification added: Clarification No: 05 Question 01:There is a requirement in the AIM controller spec, "One Intelligent controller/managing unit shall be required per rack" and also, "The Intelligent controller/managing unit should be able to manage 24 Copper or Fiber Panels per rack (576 ports) or better". Can we propose the number (qty) of managing units based on the 24 patchpanels per controller based without dimentioning one controller per rack?Response to Question 01: In accordance with the provided specifications ”One Intelligent controller/managing unit shall be required per rack”Question 02:Our structured cabling solution provider manufacture F/UTP CAT6A cables only complying with ISO standard requirement to avoid alien crosstalk. If we propose F/UTP, which is a better solution, will that lead to disqualifying the technical solution?Response to Question 02: Please adhere strictly to the provided cable specifications.Question 03:We understand that the AIM solution needs to monitor passive infrastructure hospital wise, not centrally. Please confirm.Response to Question 03:Bidder must ensure that the AIM solution provides monitoring feature/capabilities at the individual hospital level as a minimum requirement.

New clarification added: Clarification No: 03Question 01:As mentioned in Clarification 48 – Q3, is there any requirement to interconnect all earthing points together in compliance with IEEE Std 80 & BS 7430 standards?If yes, please clarify who will be responsible for interconnecting all earth busbars throughout the hospital premises.Response to Question 01:The scope of earthing works under this project (refer to the Scope of Work under the BOQs) is limited up to the access rack level, including the provision of the earth busbar and internal rack connectivity. The connection from the busbar to the building’s main grounding / earthing system will be carried out by the Ministry of Health (MOH).Question 02:Please clarify the scope of power arrangements for the racks. The drawings indicate wall-mounted industrial outlets/sockets; kindly provide the required specifications/details.Response to Question 02:Server Room Racks: These units have already been procured by UNOPS. The power installation for these racks will be handled entirely by Client-MoH.Wall-Mounted Racks: A 13A power outlet is required for the proposed UPS at each location. Please note that this is not in the current construction scope. The client is responsible for supplying power to these specific locations from the nearest Distribution Board (DB). Question 03: The drawings indicate 42U free-standing racks; however, no 42U racks are mentioned in the BOQ. Please clarify whether there is any requirement for 42U racks.Response to Question 03:No, the 42U free-standing racks are shown solely to indicate the precise location of the Server Room.These units have already been procured by UNOPS.Question 04: You have requested 5% retention - Let us know retention time period. Response to Question 04:The maximum retention period shall be one (01) year or until the issuance of the Final Completion Certificate, whichever occurs earlier.
