Media buying agency for social media in Libya

UNSMIL intends to establish a Contract to provide Media buying agency services for social media in Libya The service will be used on ad hoc basis across a two-year period (1+1), as needs emerge, to support the political process and engagement with/of Libyan citizens. The service provider should fulfill, at least, the following overall requirements: Interested vendors must be able to provide proof of existent service of this nature and must have a proven, demonstrable record of accomplishment of providing this type of service to other clients in Libya over three years. The company must possess the following qualifications to be considered at solicitation level: a. Officially registered in Libya b. Be approved by Meta (Facebook, Instagram) and other social media companies (not limited to, but includes X, LinkedIn and YouTube) to purchase advertising credits and boost content in Libya. c. Have 3 years of experience of social media buying in Libya and be able to prove this in written reports. d. Be able to purchase social media adverts within 5 working days of receiving the notification from UNSMIL. e. Conduct evaluation of performance of adverts through A/B testing and data analysis, providing written analytical reports to UNSMIL on engagement and trends f. Provide a signed final list of expenditures with receipts, if applicable. g. Key personnel to lead the media buying with qualifications and experience.
