Description
The ILO seeks an independent evaluator to conduct the final evaluation of the EU Support to Local Employment Partnerships – Phase II (LEP II) project in Bosnia and Herzegovina. Implemented from January 2021 to June 2026 with support from the European Union, the project aims to improve the socio-economic situation and living conditions in Bosnia and Herzegovina by contributing to better employability in local communities through sustainable, partnership-driven local labour market interventions. The evaluator will undertake a desk review, prepare an inception report, conduct stakeholder interviews and consultations, assess findings against ILO/OECD-DAC evaluation criteria, and produce a draft and final evaluation report with conclusions, lessons learned and actionable recommendations. The assignment is expected to last about four weeks, including inception and desk review, interviews, stakeholders' workshop after fieldwork, analysis, reporting (draft and final version after circulation of the draft).
