New clarification added: Dear Procurement Team,Upon reviewing the tender documentation, we have noted a requirement for pipes with the parameter DN/OD 160 (Nominal Outside Diameter). To ensure the principles of transparency, non-discrimination, and maximum competition—core values of UNOPS procurement—we kindly request you to consider the following justification and amend the specifications accordingly:Principle of Equivalency and Non-Discrimination: Establishing a requirement based solely on the Outside Diameter (OD) restricts the pool of participants to only those manufacturers who utilize this specific marking method. This creates a technical barrier for suppliers of equivalent products manufactured under the DN/ID (Inside Diameter) standard, which is the primary standard for many leading manufacturers, particularly of corrugated piping systems.Hydraulic Identity: Pipes marked as DN/ID 150 are complete technical and hydraulic equivalents to DN/OD 160 pipes. Both types have an actual internal clearance (nominal bore) of approximately 150 mm. Consequently, the network's throughput capacity, flow velocity, and the project's hydraulic calculations will remain unchanged.Compliance with International Standards: According to international and national standards ( EN 13476 or DSTU B V.2.5-32:2007), marking is permitted by either OD or ID. Project requirements should be based on functional characteristics (throughput capacity, ring stiffness) rather than the manufacturer's specific marking convention.Economic Efficiency (Best Value for Money): Allowing manufacturers who operate under the DN/ID 150 standard to participate will expand the range of competitive bids. This aligns with UNOPS' interest in achieving the most cost-effective price without compromising the technical quality of the project.In light of the above, we kindly request you to: Amend the technical description of the procurement item by revising the diameter requirement to the following wording: "DN/OD 160 or DN/ID 150" / Шановний Замовнику!Ознайомившись із тендерною документацією, ми виявили вимогу щодо використання труб із параметром DN/OD 160 (номінальний зовнішній діаметр). З метою забезпечення принципів прозорості, недискримінації учасників та максимальної конкуренції, якими керується організація UNOPS, просимо розглянути наступне обґрунтування та внести зміни до специфікацій:Принцип еквівалентності та недискримінації: Встановлення вимоги лише до зовнішнього діаметра (OD) обмежує коло учасників лише тими виробниками, які використовують відповідний метод маркування. Це створює бар'єр для постачальників аналогічної продукції, що виготовляється за стандартом DN/ID (внутрішній діаметр), який є базовим для багатьох провідних виробників (зокрема гофрованих систем).Гідравлічна ідентичність: Труби з маркуванням DN/ID 150 є повним технічним та гідравлічним аналогом труб DN/OD 160. Please find below the clarifications to your questions:While EN 13476 allows for both DN/OD and DN/ID marking series, the specification for DN/OD 160 is maintained based on the following technical considerations:1) The project design is based on the Outside Diameter (OD) series to ensure compatibility with the existing infrastructure, including standard manhole seals and chambers designed for 160 mm external pipe connections. Pipes manufactured under the DN/ID 150 series typically have a larger external diameter, which may require additional adapters or modifications to the connection interfaces and could increase installation complexity and leakage risks.2) To ensure long-term operation and maintenance efficiency, the Customer intends to maintain a unified piping system throughout the network. The use of mixed OD and ID series may create operational and maintenance challenges during future repairs and replacements.3) The DN/OD 160 specification is a commonly used standard under EN 13476 and is widely available on the market from multiple regional and international manufacturers. Accordingly, the requirement for DN/OD 160 remains unchanged, as it is necessary to ensure physical compatibility, leak-tightness, and overall technical integrity of the sewerage network. However, equivalent products meeting the required external diameter of 160 mm and all other technical requirements (including SN8, PP-B, and EN 13476 compliance) remain acceptable.Best regards, Procurement Team

New clarification added: Dear team, good morning, I'm writing to request further clarification regarding the supply of gas pipes:Regarding the UNI EN1555-2 standard for gas applications at the European level, this standard cites SDR11 and SDR17, and only with an apostille does it specify that in some countries SDR17.6 may still be required/specified. I would like to ask if we must strictly consider SDR17.6 or can SDR17 be accepted and evaluated? Several quality brands have eliminated SDR17.6, and only Bureau Veritas still retains it, while most others use SDR17 or SDR11. Please provide clarification.I would also like to ask you to provide a more in-depth and detailed overview of the supply process if a participant were selected:We are a manufacturing company in Italy and must have a local partner as a representative, which we do. The issue we have concerns the customs and clearance process, because DDP delivery makes it impossible to clear the goods for import into the UA because we are not residents, while our representative would not be able to complete this procedure without the material acquisition step. How does this work in this case? DDP delivery does not allow a non-resident to complete this procedure, but for a local manufacturer it would not be a problem. In this case, should we have our representative participate directly in this tender?__________ANSWER__________Dear Bidder, Thank you for your interest in the tender. Please find below the clarifications to your questions:1) The technical specification defines the minimum required wall thickness as en ≥ 17.9 mm. While SDR 17.6 is the reference for this minimum value, pipes with SDR 17 (which have a nominal wall thickness of approx. 18.5 mm) are fully acceptable and will be evaluated as meeting the technical requirements. All offered pipes, regardless of whether they are SDR 17 or SDR 17.6, must be fully compatible with the specified electrofusion and transition fittings and must comply with the pressure ratings stated in the tender documentation. 2) As specified in the RFQ Particulars, "quote ph.on the DDP from Particulars". If you have representative office in Ukraine (as a separate legal entity or a subsidiary company) this company can submit a bid under the condition that it meets the RFQ criteria and requirements. But please note that either your company or your representative can submit a bid. New clarification added: Dear UNOPS team, We would like to participate in the tender for the supply of gas transport pipes, and below I will forward you some initial questions for clarification.Can you confirm that it's possible to quote not all lots together, but one or more lots separately? Can we quote Lot 1 and Lot 2 with the full volume of the requested material? What's important is that the quote includes all the materials for each lot, right?Must DN315 SDR 17.6 pipes be black PE100 with the yellow band co-extruded or must it be a double-layer pipe, black inside and out with the yellow layer or entirely yellow?I've seen that DDP is required for delivery terms, which also involves the supplier at unloading procedure. Can you confirm that the supplier must arrange and organize the unloading of the goods independently, or does the unloading location provide the vehicles and personnel to unload the goods? Because we usually consider DAP delivery, where we organize and are responsible for everything (goods, loading, transport, customs, clearance), but the unloading takes place with the vehicles and equipment available at the unloading location. Naturally the pipes are 12 metres long and usually the unloading takes place either laterally with a forklift or from above with a crane which must be present at the unloading site.There are projects for Ukraine where sometimes the supply of similar products is considered as Humanitarian Aid. forniture, and I would like to ask whether this supply is also considered as Humanitarian Aid Cargo or is it a standard commercial supply?Please send us the answer when it will be possible.Thank you in advance and have a nice day.__________ANSWER__________Dear Bidder, Thank you for your interest in the tender. Please find below the clarifications to your questions:1) Submission by lots - Yes, bidders are allowed to submit quotations for one or more lots separately. Evaluation will be conducted per lot.However, for each quoted lot, the bidder must offer:100% of the items specified within that lot; and100% of the required quantities for each item.Therefore, it is acceptable to submit an offer only for Lot 1 and/or Lot 2, provided that the quotation includes the complete scope and full quantities requested for the respective lot(s).2) Both options are acceptable. Pipes can be either black (PE 100) with co-extruded yellow longitudinal stripes or multi-layer/solid-colored pipes (yellow/orange), provided they fully comply with EN 1555-2 and the specified pressure ratings.3) The required delivery terms under this RFQ are: DDP + Offloading, Kryvyi Rih, Ukraine. Accordingly, the supplier shall be responsible for:transportation,customs clearance,payment of duties and taxes,delivery to the final destination, andorganization and execution of unloading operations at the delivery site.Please also note that the bidder/supplier shall be responsible for covering any demurrage costs, if applicable.Therefore, the supplier is expected to organize all necessary unloading arrangements, including appropriate equipment and personnel required for unloading of the pipes at the delivery site.4) Humanitarian Aid status. The RFQ documentation does not indicate that this procurement is treated as Humanitarian Aid Cargo or humanitarian aid supply. The tender specifies that: the project is not tax exempt and all quotations shall include VAT, customs duties, taxes, and all related costs under DDP delivery conditions.
