This ITB refers to the Supply of Laboratory Equipment for the Committee for Sanitary-Epidemiological Welfare and Public Health (SES) of the Republic of Uzbekistan. The requirement consists of 4 items in the following 4 lots:
Lot #1 Liquid chromatograph with MSMS-TOF detectors - 2 units;
Lot #2 Liquid chromatography-tandem mass spectrometry (LC-MS/MS) - 1 unit;
Lot #3 HPLC with DAD and FLD detectors - 1 unit;
Lot #4 GC with FID and MSD - 3 units;
Note to Bidders: Bidders are allowed to quote prices for one or more lots identified in this tender. However, the Bidders must offer 100% of the quantities specified for each lot. Evaluation will be done separately for each lot.

New clarification added: Q9: According to ITB_2026_62736, Section III – Returnable Bidding Forms, Form D – Technical Bid Form, Lot #3 (HPLC with DAD and FLD detectors), Item 20 states: “Cross-contamination level is no more than 0.0025% with caffeine solution.” In this context, please clarify whether a cross-contamination level of up to 0.004% (caffeine test solution) would be considered acceptable in order to enable broader manufacturer participation while maintaining performance suitability for the intended application. A9: The requirement “Cross-contamination level is no more than 0.0025% with caffeine solution” remains unchanged. The requested carryover/cross-contamination performance is considered important to ensure analytical reliability, reproducibility, and prevention of sample-to-sample contamination during routine laboratory operation, particularly when analyzing samples with significantly different analyte concentrations. Furthermore, currently available market solutions from several manufacturers demonstrate carryover/cross-contamination performance significantly below the requested threshold, including values as low as 0.0002%, confirming that the requested specification remains technically achievable and commercially available.

A8: According to ITB_2026_62736, Section III – Returnable Bidding Forms, Form D – Technical Bid Form, Lot #1 (Liquid chromatograph with MS/MS-TOF detectors), S/N 44 will be amended as follows: “Mass measurement accuracy (MS/MS mode): Up to 2 ppm.” The amended technical specifications under the subject tender will be uploaded in due course.

Supply of the headspace autosampler is optional.” In this context, please confirm whether, apart from the liquid automatic sampler specified in the Components/Spare Parts section, the gas chromatography system is required to be mandatorily equipped with a headspace autosampler or an equivalent system, or whether compatibility with such a system is sufficient without its inclusion in the basic configuration. A5: Please be advised that only the liquid automatic sampler is required for this system.

New clarification added: Q4: According to ITB_2026_62736, Section III – Returnable Bidding Forms, Form D – Technical Bid Form, Lot No. 4 (GC with FID and MSD), please clarify the following: Line 18 states: “The presence of a thermostat backlight lamp, capable of withstanding temperatures up to 450 °C, facilitating the installation of speakers.” In this context, please clarify whether a GC system without a thermostat backlight lamp would be considered acceptable, given that our proposed system features an open-top layout for the chromatographic column, which is directly installed on the top of the instrument, and all disassembly, assembly, and inspection are performed in a well-lit external environment with a wide and clear operating field of view, allowing convenient column replacement without internal lighting. A4: The requirement specified in Line 18 remains as stated in the Technical Specifications and shall be complied with in full, in accordance with the end-user requirements.

New clarification added: Q3: According to ITB_2026_62736, Section III – Returnable Bidding Forms, Form D – Technical Bid Form, Lot No. 4 (GC with FID and MSD), please clarify the following: Line 49 states: “Following installation of the equipment, each customer's laboratory is required to conduct maintenance, software and application training for at least 48 hours, including instrument calibration, method calibration, analysis, and other related procedures.” and Line 50 states: “The engineer must demonstrate the separation of a control mixture of fatty acid methyl esters. The resolution between the peaks of the cis/trans isomers of C18:1 must be at least 1.2. Demonstration of the yield of at least 15 amino acids with identification using a mass spectral library. MSD verification: Confirmation of the declared sensitivity according to the OFN standard.” In this context, please clarify whether it would be acceptable for FAME standards and reagents for derivatization of fatty acids and amino acids, which may be classified as hazardous chemicals and subject to export restrictions in certain countries, to be procured locally by the end user, while the bidder ensures full technical support for method demonstration and system performance verification. A3: The supplier shall be responsible for complying with all requirements specified in the tender documentation, including those referred to in Lines 49 and 50. However, bidders may, where applicable, consider sourcing hazardous chemical substances locally or through authorized local distributors in order to mitigate potential export restrictions and reduce logistical and procurement-related costs.
