Description
The ILO is looking for an individual consultant to support with preparing a thematic brief examining social protection in relation to older workers’ labour market participation. The work will analyse how pension systems, disability benefits, unemployment protection and early retirement pathways influence older workers’ decisions to remain in or exit employment. The brief will examine the policy and institutional landscape for social protection, identify key design features that may create unintended incentives for early labour market exit, and review evidence on approaches that support longer working lives while safeguarding income security. The work will draw on international literature, relevant datasets and country-level examples across different income groups. The brief will also develop practical policy insights and recommendations for governments, employers’ organisations and workers’ organisations on how to better align social protection systems with decent employment objectives for older workers.
