The Organization for Security and Co-operation in Europe (OSCE) hereby solicits your application – if of your interest - for the Public Call for an Implementing Partner to Conduct Energy Systems Risk Analysis and Capacity Building for Resilient and Future-proof Energy Security Planning in the framework of OSCE ExB project #1102456 “Mitigating Climate Change Threats to Critical Energy Infrastructure”.

- Annex 2 - Financial Proposal Template
- Annex 3 – OSCE Methodology
- Annex 4 – Indices List
Applications (Technical Proposal and Financial Proposal must be delivered in separate PDF files) must be received by the OSCE under ipcalls-at@osce.org on or before 25 May 2026, 12:00 CEST (local time Vienna). Any application submitted after the deadline will be automatically rejected;
Pre-submission Meeting
In order to provide all potential Applicants with a presentation of the objectives of the TOR and clarify any questions that Applicants may have, a Pre-submission Meeting has been scheduled for 13 May 2026 at 11:00 a.m. (CEST, Vienna time). The format of the Pre-tender meeting is on-line via ZOOM conference, details of which will be communicated to those applicants who confirm their participation.
