New clarification added: Dear Didders,Pleqase find below UNOPS response to Bidders' clarifications. Clarification: We would like to inquire about the registration process, the tender in lot 1 states:The successful bidder shall be fully responsible for obtaining all necessary legal approvals and certificates from the Palestinian Ministry of Transport and Communications after the contract signature.This includes but is not limited to:A. Vehicle registration and licensing;B. Any modifications or permits required by national transportation regulations.All approvals must be secured at the supplier’s expense and submitted to UNOPS prior to final acceptance;As we know, the end-user beneficiary is the Palestinian Water Authority. Their truck registration process is insured and licensed by the Ministry of Transport and Communications - Department of Government Transport.Based on our previous experience, it is the supplier's responsibility to provide the necessary licensing documents, although all expenses and procedures are handled by MOT.Kindly confirm if this is the correct registration process and responsibility for this project.UNOPS Response: The supplier is expected to cover all costs and requirements prior to the actual licensing process. This means preparing all necessary documentation, technical inspections, and certificates required to make the equipment ready for registration, such as:_Equipment diagnosis fees._Required engineering drawings/maps._Any additional administrative fees needed to finalize the registration file.As for the licensing and insurance fees, they will be borne by the Ministry of Transportation and the Palestinian Water Authority.Clarification: We would like to request clarification regarding the technical specifications for the hydraulic crane. After reviewing the crane models and versions suitable for the truck, it appears that the following specification combines characteristics from two different models incosinsistently: 10. Hydraulic Crane Technical Specification 10.2 Lifting CapacityMax lifting capacity (close range): 3800 – 4000 kgMax horizontal outreach: 12 – 14 mTo ensure compatibility with suitable models, we kindly request amending the specification as follows:Max lifting capacity (close range): Between 3600 – 4500 kgMax horizontal outreach: 12 – 15 mUNOPS Response: Regarding the technical specifications for the hydraulic crane under Lot 1, please be advised that UNOPS will maintain the original specifications as outlined in Section II: Schedule of Requirements. These requirements represent the minimum operational performance standards necessary for the project.- Lifting Capacity: The required range of 3,800 – 4,000 kg at close range remains a firm minimum requirement.- Horizontal Outreach: The specified range of 12 – 14 m must be adhered to.- Compliance: Bidders must offer 100% of the quantities and specifications for the lot. Any proposed model must meet or exceed these parameters to be deemed technically compliant.Clarification: With reference to the tender for “Supply & Delivery of Water Management Goods for the West – Lot 3”, we kindly request clarification and confirmation on the following points:1.Item 1.1 – RC Manhole Base:According to the technical specifications, the internal height of the manhole base is specified as 900 mm. Kindly note that the standard dimensions for this type are as follows:Clear internal height: 800 mm (measured from the top of the base slab to the top of the base walls)Total external height: 1000 mmBase slab thickness: 200 mmKindly confirm your acceptance of this standard configuration.UNOPS Response: Item 1.1 – RC Manhole Base Height and Thickness: We accept the adjustment to standard dimensions to ensure cost-effectiveness. The specifications for the manhole base are amended and updated as follows:Clear Internal Height: 800 mm (measured from the top of the base slab to the top of the ring).Wall Thickness: 150 mm.Base Slab Thickness: 200 mm (as originally specified).2. Item 1.1 – RC Manhole Base:Kindly note that the flexible rubber connectors are supplied separately from the manhole base. In addition, the openings in the manhole base are typically made on site using a core drilling machine during installation, as it is not practical to prepare the openings in advance due to the unknown connection angles.Therefore, kindly confirm your acceptance of supplying the flexible rubber connectors separately.UNOPS Response: Item 1.1 – Flexible Rubber Connectors: We confirm that supplying the flexible rubber connectors separately from the manhole base is acceptable to facilitate practical installation and connection angles on-site.3. Kindly confirm your acceptance of the heavy-duty steel rung ladder with the standard width of 12 cm instead of 13 cm.UNOPS Response: Item 1.1 – Steel Rung Ladder Dimensions: We accept the standard configuration for the heavy-duty steel rung ladder. The required dimensions are now ameded to read as follow:Width: 30 cm.Depth: 12 cm (adjusted from 13 cm).Thank You

New clarification added: Dear Bidders,Please find below UNOPS responses to Bidders' clarifications. Clarification: Engine - Clause 1.3 states that the maximum engine torque shall not be less than 1,200 Nm at rated engine speed.- We kindly suggest amending this requirement to align with standard manufacturer specifications, with a minimum threshold of not less than 1,000 Nm.UNOSP Response: We amended and reduced these thresholds as now it shall read as follow: Maximum engine torque shall not be less than 1,100 Nm at rated engine speed, as per the attached tender amendment.Clarification: Axles and Weights - Clause 5.2 specifies that the design rear axle load capacity shall not be less than 13,000 kg.- We recommend revising this requirement to reflect manufacturer design variations, with a minimum threshold of not less than 11,500 kg.UNOPS Response: Design rear axle load capacity shall not be less than 12,000 kg. As per the attached tender amendment. Dear UNOPS,Clarification: Kindly we request for exact location of delivary place for PWA Warehouse ( West Bank - OPT ).UNOPS Response: The final delivery location for Lot 02 (Gravity Rigid U-PVC Pipes) and Lot 03 (Manholes) will be to the PWA loctaed at Al Nazlah Al Sharqiya – Tulkarem, West Bank. As for Lot 01 (18-ton truck with 12-14m Crane) the final delivery location will be Ramallah, West Bank. Kind regards,

New amendment added #1: Dear Bidders,The purpose if this tender amendment is to modify the specifications for the followings:1- Lot 1 18-ton truck with 12-14m Crane - item one (1) sub-item 1.3 Maximum engine torque, and 2- Lot 1 18-ton truck with 12-14m Crane - item five (5) sub-item 5.2 rear axle load capacity.The Items shall read as follows:1- Lot 1 18-ton truck with 12-14m Crane - item one (1) sub-item 1.3 "Maximum engine torque shall not be less than 1,100 Nm at rated engine speed. "2- Lot 1 18-ton truck with 12-14m Crane - item five (5) sub-item 5.2 "Design rear axle load capacity shall not be less than 12,000 kg."Bidders are required to reflect the above changes in their offers.
