New clarification added: Q12. As per RFQ_Section_III_Returnable_Bidding_Forms_Form C - Technical Bid Form, Item No 1 Videoendoscopic system (gastroscope + colonoscope), Section J (At least 24 months from the date of commissioning; defects must be fixed within 10 days.), could you please kindly extend the defect resolution period to 30 days, as the current 10-day limit is not practically feasible for complex videoendoscopic systems. Given the need for specialized components and potential international logistics, a 30-day timeframe would ensure repairs are completed in accordance with manufacturer safety and calibration standards without compromising patient care.A12. The request is partially accepted.The warranty support requirement will be revised as follows:“Supplier must respond to service requests within 48 hours. Defects requiring standard repair shall be resolved within 10 working days whenever spare parts are locally available. In cases requiring international spare-part procurement or factory-level repair, the resolution period may be extended up to 30 calendar days.”

New clarification added: Q11. As per RFQ_Section_III_Returnable_Bidding_Forms_Form C - Technical Bid Form, Item No 1 Videoendoscopic system (gastroscope + colonoscope), Section B - Technical Specifications, Line 96 (Multi-band ligators: For esophageal varices, at least 7 rings (100 pcs)), could you please kindly adjust the requirement for multi-band ligators to “at least 6 rings,” as the current 7-ring minimum is unnecessarily restrictive and excludes several industry-standard, clinically proven ligation systems used globally. Since standard therapeutic protocols typically utilize 4–6 bands per session, a 6-ring threshold would maintain full clinical efficacy while supporting a more competitive and cost-effective bidding process.A11. As per the end user’s request, this technical requirement remains unchanged.

New clarification added: Q10. As per RFQ_Section_III_Returnable_Bidding_Forms_Form C - Technical Bid Form, Item No 1 Videoendoscopic system (gastroscope + colonoscope), Section B - Technical Specifications, Line 49 (Air pressure adjustment (Max, High, Medium, Low)), could you please kindly amend the requirement for “Air pressure adjustment” to “At least 3 levels of pressure adjustment”? The current specification of four defined levels (Max, High, Medium, Low) reflects a proprietary labeling convention rather than a clinical performance requirement, and this revision would allow inclusion of all high-performance systems that provide the necessary pressure control for patient safety and procedural efficiency.A10. The request is accepted.The specification will be revised as follows:“Air pressure adjustment: at least 3 selectable levels.”

Requiring a 60,000-hour lifespan—equivalent to more than 20 years of typical use—may unnecessarily increase costs by compelling bidders to include additional spare components, while limiting access to the most advanced diagnostic technologies currently available.A6. The request is partially accepted.The technical requirement will be revised as follows:“Light source service life: not less than 30,000 hours (If the service life is lower than that specified, then the corresponding number of lamps can be added).”

New clarification added: Q5. As per RFQ_Section_III_Returnable_Bidding_Forms_Form C - Technical Bid Form, Item No 1 Videoendoscopic system (gastroscope + colonoscope), Section B - Technical Specifications, Line 32 (LED light source power: Not less than 50 W), could you please kindly revise the requirement for LED light source power from a fixed 50 W input to a performance-based standard, such as “equivalent to a 300 W Xenon light source” or a minimum luminous flux value? Wattage reflects electrical consumption rather than actual illumination performance, and the current specification may unnecessarily exclude high-efficiency LED systems that provide superior clinical brightness with lower power consumption and reduced heat generation.A5. The request is accepted.The technical requirement will be revised as follows:“Light source: LED with power not less then 50W or LED with illumination performance equivalent to or higher than a 300W Xenon light source.”

New clarification added: Q3. As per RFQ_Section_III_Returnable_Bidding_Forms_Form C - Technical Bid Form, Item No 1 Videoendoscopic system (gastroscope + colonoscope), Section B - Technical Specifications, Line 20 (Insertion tube diameter: Not more than 12.0 mm), could you please kindly adjust the maximum insertion tube diameter to 13.2 mm, as the current 12.0 mm limit is technically restrictive and incompatible with standard high-performance adult therapeutic colonoscopes, which typically feature a 12.8 mm shaft to provide the durability, suction performance, and anti-looping stiffness required for routine adult gastroenterology procedures.A3. As per the end user’s request, and in order to ensure improved patient comfort, reduced procedural invasiveness, and compatibility with minimally traumatic lower GI endoscopy practices, this technical requirement remains unchanged.

This revision would help ensure broader competitive participation without compromising the therapeutic capabilities required for comprehensive adult gastroenterological care.A2. The request is partially accepted.
