The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.

The consultant's mission focuses on transforming high-level goals into a functional national strategy. Here is a summary of the work to be performed:
• Elaborate the Framework: Expand the existing high-level strategic axes into concrete, actionable measures.
• Contextualize Strategies: Adapt the policy to reflect South Sudan’s specific social and economic realities.
• Prioritize Actions: Identify which interventions will be most effective for job creation and scale up existing successful programs.
• Conduct Stakeholder Consultations: Meet with national ministries, worker and employer representatives, and international partners (like the World Bank and UN) to gather input.
• Ensure Policy Alignment: Align the new measures with the broader national development agenda and existing frameworks.
• Finalize the NEP: Support the final formulation of the National Employment Policy to move it toward official adoption.
