New clarification added: Question: Geographic targetingCould UNOPS clarify whether all listed LGAs in Annex 1 must be covered equally, or whether bidders may propose prioritization based on factors such as access constraints and station coverage? Answer:A degree or prioritization is possible, as long as the reasons are clearly explained in the technical bid. Question: Radio station requirementsThe TOR requires engagement of 3 to 5 radio stations. If a bidder proposes a hybrid model using IVR, does the 3 to 5 station minimum remain mandatory, or may the number of radio stations be adjusted if complementary channels demonstrably strengthen reach and verification? Answer:The TOR requires engagement of 3 to 5 radio stations. Bidders are required to focus the project on radio campaign. The number of radio stations can be subject to a certain flexibility, provided that the bidder clearly explains how it will reach the areas listed as annex. Question: CurrencyWe note that Form B, Price Schedule Form, includes columns for Unit Cost in NGN and Total Cost in NGN. However, Section I indicates that the quotation currency should be as stated in the Tender Particulars. Could UNOPS please confirm whether bidders are required to submit the financial quotation in NGN only, or whether quotations may be submitted in USD? If USD submissions are permitted, please confirm whether UNOPS would evaluate the quotation using the official UN exchange rate at the RFQ submission deadline, and whether any resulting contract and payments would still be issued in NGN or in USD. New clarification added: Question: Hybrid channel eligibilityCould UNOPS please confirm whether bidders may propose a hybrid mass media approach, combining radio broadcasts with complementary mobile-based channels such as Interactive Voice Response (IVR), provided that the proposed approach meets the overall objectives of disseminating approved EORE messages, reaching affected populations, and providing verifiable monitoring and reporting? Answer:The ToR is specific to radio broadcasting; IVR is outside the scope of this RFQ. Question: IVR as a feedback mechanismThe TOR refers to an impact assessment through a feedback mechanism, including “call-in sessions or similar.” Could UNOPS confirm whether an IVR-based feedback mechanism, where listeners can call in toll-free to hear messages, answer questions, and provide feedback, would be considered acceptable under this requirement?Answer:IVR can be used as a methodology for gathering feedback, provided that it can clearly demonstrate that it reaches and collects feedback from people who have listened to the radio broadcasts. Question: Reach versus engagement qualityWould UNOPS be open to proposals that combine broader radio reach with a smaller but more deeply engaged IVR audience, where IVR reach can be verified through call records, repeat engagement, location prompts, completion rates, and survey responses?Answer:The focus of the project in question is on radio broadcasting. Question: Beneficiary calculation methodologyThe TOR provides a radio reach calculation based on listenership assumptions. For non-radio or complementary channels such as IVR, may bidders propose a separate reach methodology based on unique callers, completed listens, repeat engagement, user location, and survey participation?Answer:The project focuses on radio broadcast; the methodology for the calculation of beneficiaries based on listener estimation is a suggestion as this is the methodology currently in use. However, bidders are free to suggest an alternative methodology they might deem better/more accurate, provided that they explain clearly the difference between their proposed methodology and the methodology as per ToR. New clarification added: QuestionIn the Form B: Price Schedule Form, option is for only three radio stations, is it only one station per state or a bidder can engage more one station? AnswerThree radio stations is the minimum. The bidder can engage more stations. If so, make it clear in the technical proposal and add more rows in the price proposal to add more radio stations.

New clarification added: Question We need clarification on this:● Airing material include 10 public service analysis/PSA (1 min each), 13 mini-dramas (4 minutes each on average) and 19 radio magazines (14 minutes each on average). They are available in the following languages : Hausa and kanuri ● Propose a plan to air the above mentioned content with timings. We suggest a minimum of one airing for 10 PSA/day, one airing for 13 mini dramas/week and one airing for 19 radio magazines/month. Please note that this is an indicative basis for developing your proposal.Kindly clarify this:Are we airing the drama once a week (making it 13 weeks for the drama ie 1 Mini drama per weekOr Once a day?Also about the magazine: did you mean airing all the 19 magazine in a month? Kindly clarify because it confusing. AnswerOne airing for 10 PSA/day means one airing of each of the 10 PSAs per day. The same 13 mini dramas means one hiring of each 13 mini dramas a week and one airing of each radio magazine a month. Not per radio, but considering all the radio partners. New clarification added: QuetsionWe respectfully request that UNOPS consider extending the quotation submission deadline for this RFQ.The clarification deadline is Saturday, 2 May, while the submission deadline is Monday, 4 May. This leaves very limited working time for bidders to review UNOPS’ responses and incorporate them into a compliant submission.Would UNOPS consider extending the submission deadline by at least one week, so that bidders have adequate time to review the clarification responses and prepare accurate, competitive, and compliant quotations?ResponseThe RFQ has been extended to 2026-05-07 22:00 UTC
