Description
1. The Federal Ministry of Climate Change and Environmental Coordination (MoCC&EC) of Pakistan launched the National Adaptation Plan (NAP) document in August 2023, in accordance with the United Nations Framework Convention on Climate Change (UNFCCC) decision at its COP 16 held in Cancun in 2011 that member states shall formulate and implement National Adaptation Plans (NAPs), as a means of identifying medium- and long-term adaptation needs and developing and implementing strategies and programs. The NAP process aims to: (a) reduce vulnerability to the impacts of future climate change by building adaptive capacity and resilience; and (b) facilitate the integration of climate change adaptation, coherently, into relevant new and existing development and sectoral policies, programmes and activities, in particular development planning processes and strategies, within all relevant sectors and at different levels (Federal and Provincial), as appropriate. 2. The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), on behalf of and representing the United Nations Environmental Programme in Pakistan (UNEP-Pakistan) is seeking expressions of interest from qualified and experienced companies to provide consulancy services for the following two (3) projects: 2.1. Development of two (2) District Adaptation Plans (DAPs) and one (1) Provincial Adaptation Plan, Climate Risk & Vulnerability Assessments (CRVAs), Training Needs Assessment (TNA), Capacity Building Trainings, Provincial Legal Review, and Validation/Awareness Workshops – Punjab Province, Pakistan 2.2 Conducting Training Needs Assessment (TNA), Capacity Building Trainings, Provincial Legal Review, and Validation/Awareness Workshops – Khyber Pakhtunkhwa (KP) and Balochistan Provinces, Pakistan 2.3. Development and put in place (through capacity building) of a Monitoring and Evaluation Framework for Pakistan’s National Adaptation Plan (2023) 3. Contract Duration: Nine (9) months from contract start date. 4. ESCAP envisages the possibility of split awards by projects. 5. This EOI is not a solicitation. ESCAP reserves the right to change or cancel this requirement at any stage of the EOI and/or solicitation process.
