UNOPS, on behalf of the Ministry of Health and Wellness (MHW) of Barbados, is implementing the Queen Elizabeth Hospital strengthening and improvement support project. As part of the implementation of the project, the objective of this Invitation to Bid (ITB) is to procure Medical Waste Containers and Waste Scale from qualified suppliers.

Do you accept FCA or CFR incoterm?A2. Please note that UNOPS cannot accept FCA or CFR terms for this requirement. As established in the solicitation document (Section II - Schedule of Requirements, Part C - Delivery Requirements and Comparative Data Table), the required delivery term is DAP (Delivered at Place) - Incoterms 2020.Q3: Do you accept external registered companies outside your country to participate and to be equally evaluated with local registered companies?A3: Yes. Bidders of any nationality are eligible to submit offers and will be evaluated equally alongside local companies, provided they meet all requirements established in the solicitation documents. Please refer to Section I: Instructions to Bidders, Article 4, and the 'Bidder Eligibility' section under the 'Particulars' tab in the eSourcing platform, which confirm that no nationalities are excluded from participating in this process.Q4: Will importing and customs clearance be done under UNOPS name in your country?A4: Goods shall be consigned to The Queen Elizabeth Hospital. Per the solicitation's Incoterms, the supplier is responsible for transportation, coordination, and delivery to the final destination.The Queen Elizabeth Hospital will process tax exemption letters in Barbados, while UNOPS provides the customs broker. Specific documentation and instructions will be coordinated with the supplier during implementation. The supplier remains liable for the accuracy and timely submission of all importation documents. Any costs, penalties, or delays arising from documentation errors or late submissions shall be borne by the supplier.Q5: We are distributor of many manufacturers but those vendors have no local representatives in your country. So would you accept shipping you the items and full process of customs clearance to be done under your name?A5: Please refer to Answer No.4Q6: Customs clearance for importing will be done from A-Z by the you and there will be 100% VAT except and customs fees except 100%. So nothing will be paid by the supplier?A6: Please refer to Answer No.4Q7: Is there any restrictions on country of origin and manufacturing countries or all brand names from any source country will be accepted?A7: Please refer to Answer No. 3Q8: Do you accept quality certificates to be provided by manufacterer only as we are just distributor?A8: As established in the solicitation document, Section II – Schedule of Requirements, Numeral E – Certifications, A.1 Certifications to be included with the offer, quality certificates issued in the name of the manufacturer shall be accepted, provided that they correspond to the products offered and comply with the certification requirements established in the solicitation documents. Accordingly, bidders participating as distributors may submit the manufacturer’s certificates as part of their offer documentation.Q9: Is there any installation or maintenance required?A9: As established in the solicitation documents, the supplier shall deliver the goods fully assembled and ready for use, where applicable. Any related services specifically required under the technical specifications or scope of requirements shall be included in the supplier’s offer. Regarding maintenance, bidders shall comply with the warranty and Related services requirements established in the solicitation documents. No mandatory periodic maintenance services are specifically required unless otherwise indicated in the technical specifications.Q10: Is any mandatory periodic maintenance required for this project?A10: Please Refer to Answer No. 9.Q11: Do you accept partial quoting, or must two items be quoted?A11: As indicated in the “Particulars” tab of the eSourcing platform under “Partial Bids.” Bidders shall be allowed to quote prices for one or more lots identified in this tender. However, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot. Evaluation and award will be done per lot.Q12: Will you accept signing the contract and PO in our company name? Plus, will payment be made to our bank account in another country?A12: Yes. The contract may be issued in the name of the participating company submitting the offer, provided that the company complies with the eligibility and registration requirements established in the solicitation documents and UNOPS vendor registration procedures.Regarding payments, these may be processed to a bank account located in another country, subject to successful supplier registration and validation of the banking information provided by the awarded bidder in accordance with UNOPS financial and compliance requirements.

New clarification added: Dear Sir/Madam.With reference to Invitation to Bid ITB/2026/62158 for the Supply and Delivery of Medical Waste Containers and Waste Scales for the Queen Elizabeth Hospital, we hereby inform you that Clarification Note No. 1 has been issued, as detailed below:Q1: Please note that most of the lot items will be supplied by one or two manufacturers. Therefore, calculating freight on a lot-wise basis will increase the overall cost.Kindly advise if we may proceed with a combined freight calculation.A1: Evaluation of this tender will be conducted on a lot-by-lot basis. As the applicable Incoterm is Delivered at Place (DAP), the bidder is responsible for all costs, including freight, required to deliver the goods to the named place of destination. Because evaluation must be made on the total cost delivered to the final destination ('landed cost') and no separate transportation cost has been requested in the solicitation, bidders must submit an all-inclusive price for each individual lot. A combined freight calculation across multiple lots cannot be accepted, as it would prevent UNOPS from accurately evaluating the landed cost of each lot against competing offers. To ensure fairness and transparency, all offers must be evaluated using the identical lot-by-lot criteria specified in the solicitation documents. Potential shipment consolidations and resulting efficiencies may only be discussed during negotiations, which are rarely used and may only be conducted with the vendor selected for recommendation of award after the formal evaluation is complete.
