RFQ-SCU-SY-2026-0011 – Civil Registry Offices Rehabilitation Works - 7 Lots

 

Key Deadlines:

Site Visit Date: 4-5-6 May 2026 / 09:00 – 15:00 (Site visit is mandatory, please refer to detailed information in attached RFQ)

Clarification Request Date: until 7 May 2026 / 23:59 hours, local time (time zone: GMT+3)

Bid Submission Deadline: 11 May 2026 / 15:00 hours, local time (time zone: GMT+3)

Focal Engineer: Government of Syria Engineer will be at sites so all technical queries can be addressed during the site visit. (For technical questions)

The International Organization for Migration, Mission in Syria hereby invites prospective contractors to submit a proposal in accordance with the General Conditions of Contract and the Schedule of Requirements as set out in the attached Request for Quotation.

 

If you are interested in submitting a proposal in response to this RFQ, please prepare your proposal in accordance with the requirements and procedure as set out in this RFQ and submit it by the deadline for submission of proposals set out in Section 2: RFQ Instruction Data. Should you require further clarifications, kindly communicate with the contact person/s identified in Section 2 as the focal point for queries on this RFQ.

 

Please note the following important conditions of this RFQ and ensure that your Proposal is submitted in accordance with these conditions.

 

Preliminary Evaluation – Required Documents

 

The Preliminary Evaluation shall include the following:

 

1. Legal Status & Eligibility

• Valid Commercial Registration Certificate (updated for construction activities)

• Valid Construction Classification Certificate issued by the competent authority (Joint Ventures acceptable)

 

2. Declarations of Conformity

• Annex 6: Declaration of Compliance Letter (signed and stamped)

 

Incomplete submissions may be disqualified at the preliminary evaluation stage.

 

Technical Evaluation – Required Documents

 

The Technical Proposal shall include the following:

 

1. Relevant Experience

• List of similar projects implemented within the last three (3) years

• Supporting documents (contracts, POs, completion certificates) – minimum two (2) projects

 

2. Work Schedule & Completion Period

• Annex 4: Time Schedule / Work Plan

 

3. Project Planning & Monitoring

• S-Curve (project progress monitoring tool)

 

4. Technical Capacity & Personnel

• Contractor’s Personnel List including CVs, roles, and qualifications – Annex 7

 

5. Equipment & Materials

• List of available equipment and materials – Annex 8

 

6. HSE Compliance

• Health, Safety, and Environmental (HSE) Program / Plan

 

Failure to submit complete required documents may result in disqualification at the technical evaluation stage.

 

The Proposer is required to prepare the Financial Proposal following the below format and submit it in a separate email with the mandatory subject line: RFQ-SCU-SY-2026-011 Financial Proposal as indicated in the Instruction to Proposers. The Financial Proposal should align with the requirements of the Terms of Reference and the Proposer’s Technical Proposal.
