Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: To assess the coherence and strategic relevance of the 2021–2024 Decent Work Country Programme (DWCP) in relation to Kenya’s national priorities, including Vision 2030 and the Bottom-Up Economic Transformation Agenda (BETA), as well as UN frameworks (UNDAF 2018–2022 and UNSDCF 2022–2026). The review will examine alignment with regional and global commitments, notably the SDGs, and consistency with ILO Programme and Budget cycles (2020–21, 2022–23, 2024–25). The assessment will analyse programme performance, measuring progress toward expected outputs and outcomes, identifying unintended effects, and evaluating the sustainability and attribution of results. It will also assess the effectiveness of implementation approaches and the durability of outcomes. In addition, the consultant will review stakeholder participation, including government, social partners, development partners, and the ILO, focusing on coordination, monitoring, capacity, ownership, and inclusiveness. Lessons learned and good practices will be identified. The assignment will conclude with actionable recommendations to inform the next DWCP in Kenya.
