The United Nations Office for Project Services, Horn of Africa Multi country office (hereinafter referred to as UNOPS HAMCO) is pleased to invite competent Bidders to submit their respective competitive Bids for the Supply of Deep water well for Ministry of Irrigation and Lowlands/MILS- Ethiopia in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Request for Qoutation (RFQ).

New clarification added: Dear UNOPS Procurement Team,Regarding the specification “Minimum Four high-conductivity copper conductors”, would you accept an alternative cable configuration: a steel core cable consisting of eight steel conductors (strands)?We fully understand that the original requirement specifies copper conductors for high conductivity. The proposed steel conductor cable will slightly alter the electrical conduction properties, but it will not compromise the functionality of the conductivity-based water detection system. We would be grateful if you could confirm whether the alternative 8-steel-conductor steel core cable is acceptable. New clarification added: Dear Bidder, Please find below the clarrification questions provided by a potential bidder and the response , We have reviewed the technical specifications provided for the Water Level Indicator (Deep Meter). It appears that the requirements combine features of two different product types:Type A: Traditional steel tape water level meter (manual reading via cable markings, audio/visual alarm upon water contact).Type B: Electronic automatic water level monitor (e.g., piezoresistive or pressure sensor, real-time digital display, no need for manual depth reading). To enable us to offer the most suitable and compliant product, we kindly request your clarification on the following points:Clarification Questions 1- Product type preference - Which type of instrument does UNOPS intend to procure, type A or type B? Or a combined solution?Clarification Response 1-UNOPS Intends to procure the manual type reading through cable marking type with Audio/Visual alarm upon water contact. New clarification added: Dear Bidder, Please find below the clarrification questions provided by a potential bidder and the response ,Question 1- Deadline extension due to public holiday-We believe water level indicators manufactured in China offer competitive advantages in both technology and price. However, the upcoming Labour Day holiday (May 1–5, 2026) will affect our ability to obtain timely feedback from suppliers and prepare a fully compliant bid. To ensure we can submit a high-quality offer that reflects these advantages, we kindly request a 10-day extension of the bid submission deadline. Could you please confirm if this is acceptable? Response for Question 1.-The tender closing date is revised and the new tender closing date is on 2026-05-18 09:00 UTCQuestion 2- Calibration certificate-The RFQ requires a calibration certificate to be submitted with the bid offer. Since calibration certificates are typically issued per individual unit, would UNOPS accept submission of a reference / sample format at bid stage, and provide the actual certificate for each unit upon delivery?Response for Question -2 Yes, the requested calibration certificate is a sample certificate for tendering purposes however the awarded bidders are required to provide the actual certificate for each Item during the final delivery stage. Therefore Bidders are required to commit on providing the calibration certificate upon delivery of the item.Question No.-3- IP68 protection evidence-The RFQ requires documentary evidence for meeting the IP68 standard. Should this evidence be submitted at bid stage, or can it be provided at the time of delivery? New clarification added: Dear UNOPS Procurement Team,With reference to the past experience requirement stated in the bidding requirements (not explicitly in Form E but referenced in the system):*"Bidder should be in business of manufacturing / supplying drilling Rigs accessories within the past 3 (three) years prior to bid opening."*Our offered product is a Water Level Indicator for borehole measurement.Could you please confirm whether UNOPS would accept:Past experience in similar or relevant products (e.g., water level meters, borehole logging instruments, hydrogeological sensors, testing equipment, metering equipment, etc.); orPast experience in more complex projects, but not the performance related to supplying drilling rig accessories? Thank you. Response-Dear Bidders, The Past experience requirement encompasses all Rig accessories and related items including the Water level Indicators and related equipment.
