NOTE: Interested parties/vendors/suppliers may express interest to participate for all LOTs, individual LOTs or a mix of LOTs, in line with their expertise and geographical presence in the country The United Nations Office at Nairobi (hereinafter referred to as UNON), on behalf of the United Nations Human Settlements Programme (UN-HABITAT) Syria Programme, is inviting interested vendors to submit Expression of Interest for the anticipated solicitation exercise which will result in the establishing of three (3) stand-alone contracts for the individual projects listed below 1. Lot 1 - Rehabilitating Sewage Pipelines to Enhance the Safe Access to Hussain Ibrahim school in As-Safira City. 2. Lot 2 - Rehabilitating Safe Access to Schools and Public services in Qadi Askar, Aleppo City. 3. Lot 3 - Restoration of Safe Access to Social Facilities in the Eastern Rural Areas of Aleppo Governorate 1. Lot 1: Rehabilitating Sewage Pipelines to Enhance the Safe Access to Hussain Ibrahim school in As-Safira City. Background The project is aimed at improving sanitation infrastructure and enhancing safe access to essential services, particularly education facilities, in As-Safira City. The intervention seeks to mitigate wastewater overflow and associated public health risks affecting Hussain Ibrahim School and surrounding communities, while contributing to improved living conditions and community resilience. Scope of Work The scope of work includes the rehabilitation of sewage pipelines near Hussain Ibrahim (Al-Naser) School, comprising: • Rehabilitation of approximately 326 meters of sewer pipeline network; • Excavation, trenching, and site preparation works; • Supply and installation of HDPE pipes and associated fittings; • Construction of reinforced concrete manholes and installation of covers; • Establishment of household connections to the sewer network; • Installation of drainage elements for rainwater management; • Backfilling, compaction, and reinstatement of affected areas; • Restoration of roads and pavements to original condition; Project Location The project will be implemented in the vicinity of Hussain Ibrahim (Al-Naser) School in As-Safira City, Aleppo Governorate, Syrian Arab Republic. 2. Lot 2 - Rehabilitation of Safe Access to Schools and Public Services in Qadi Askar, Aleppo City, Syria Background The project is aimed at improving safe and inclusive access to schools and essential public services in Qadi Askar, Aleppo City. The intervention seeks to enhance pedestrian mobility, strengthen connectivity to key social facilities, and improve accessibility for students, women, the elderly, and youth, while contributing to safer and more inclusive urban environments. Scope of Work The scope of work includes the rehabilitation and upgrading of access infrastructure to targeted schools and public service areas, comprising: • Site preparation, demolition, and upgrading of pedestrian pathways, sidewalks, ramps, curbs, and access routes; • Construction and installation of civil, structural, and finishing works including concrete works, stone cladding, metal works, and protective elements; • Road improvement works including surfacing, traffic calming measures, and installation of signage; • Installation of public safety features and accessibility elements; • Landscaping works and installation of street furniture; • Rehabilitation, maintenance, and finishing works in accordance with technical specifications; Project Location The project will be implemented in Qadi Askar Service Directorate, Aleppo City, covering the vicinity of Husain Ghori School, Abdul Karim Najjar School, and Mahmoud Alahmad School. 3. Lot 3 - Restoration of Safe Access to Social Facilities – Eastern Rural Areas of Aleppo Governorate Background The project is aimed at restoring safe and reliable access to essential social facilities in the eastern rural areas of Aleppo Governorate under UN-Habitat’s Joint Programme on resilience and early recovery in Syria. The intervention focuses on improving pedestrian routes and neighborhood access roads connecting residential areas to key facilities, including a primary health center and schools, thereby enhancing mobility, safety, and equitable access for vulnerable groups. Scope of Work The scope of work includes, but is not limited to: • Site preparation, clearance, and debris removal • Road rehabilitation works including grading, base preparation, and asphalt surfacing • Construction and rehabilitation of pedestrian infrastructure including sidewalks and paved walkways • Installation of curbstones, road safety features, and traffic signage • Provision and installation of solar-powered street lighting systems • Installation of urban furniture including benches, waste bins, and public amenities • Landscaping and urban greening works including planting and soil preparation • Execution of masonry, concrete, architectural, and metal works • Public space enhancement including painting, murals, and awareness signage • Installation of project identification and visibility elements Project Location The project will be implemented in the eastern rural areas of Aleppo Governorate, Syria, specifically in: • Al-Nayrab Area (Al-Nayrab Primary Health Center) • Al-Mahatta Area (Al-Radwaniyah School) Important* Please note that this REOI is not an invitation for submission of tenders. Its sole purpose is to pre-qualify vendors who would be shortlisted to participate in the subsequent upcoming tenders. The pre-qualification criteria is attached to this REOI. Submitting a reply to this REOI does not therefore automatically guarantee that your company will be considered for issuance of the solicitation documents. Only vendors who in the UN's sole discretion, are deemed eligible and qualified, upon completion of an objective evaluation of the EOI submissions may receive the final tender solicitation documents. UNON reserves the right to change or cancel the requirement of this EOI at any time during the EOI and/or solicitation process. Specific Requirements/Information IMPORTANT: This Request for Expression of Interest (REOI) comprises three (3) distinct projects, which will be issued under a single solicitation divided into three (3) separate lots. Interested vendors are invited to express their interest in one, two, or all three lots, depending on their capacity and experience. Bidders are required to clearly indicate the project(s)/lot(s) they wish to participate in by completing the attached form Self Declaration Form Interested vendors must posses the necessary technical expertise and capacity to provide the required services, as only suitably qualified vendors will be invited to participate. Vendors are required to complete the attached self-declaration form (Annex A) and return the form via email to unon-procurement@un.org with a copy to njuguna1@un.org Vendors expressing interest must be registered with the United Nations Global Marketplace (UNGM) at minimum of Basic Registration Level. Vendors not registered in UNGM will not be eligible to paricipate in the solicitation at a later stage. Details of the techincal evaluation criteria and other particular requirements will be provided under the invitation to bid stage. Vendors possessing the following attributes are strongly encouraged to participate: (a) Inclusive of persons with disabilities, (b) A demonstrated commitment to achieving gender equality, (c) Woman-owned business status, (d) Originating from developing countries, countries with economies in transition, or least developed countries.
