New clarification added: Q3. As per Section_III_Returnable_Bidding_Forms, Form C -Technical Bid Form, Section V - Installation & Support, Line 87 (The contractor must bring the priced spare parts list of the equipment (in USD at the date of purchase) during delivery. This price list will be valid for 10 years and a commitment letter prepared by the company regarding its supply will be provided. If any part of the equipment malfunctions and this part is not on the spare parts price list, the company is obliged to replace the part free of charge. The total value of the spare parts price list shall not exceed 200% of the equipment purchase price.), please kindly note that maintaining unchanged prices over 10 years is not consistent with normal international practice, due to factors such as raw material costs, exchange rates, inflation, and logistics. A fixed-price requirement over such a period may place undue pressure on suppliers and affect long-term service stability. We therefore propose allowing a price adjustment range of ±15% from the original spare parts list, with supporting documentation provided as needed. We would also welcome any alternative arrangements you consider appropriate and remain open to adopting mutually acceptable terms.A3. Dear bidder, following changes will be applied in tender requirements:1. Years 1–5 (post-warranty): The spare parts unit prices submitted with the bid shall remain firm and unchanged in USD throughout this period.2. Years 6–10: The supplier may apply an annual price adjustment, provided that it does not exceed 3% per year and is cumulatively capped at 15% over the original list price for the remainder of the validity period. Due to the upcoming 5-day China National Labor Day holiday and the complexity of the high-end equipment requiring thorough review, could you please kindly extend the deadline by 7 days for both the clarification and bid submission deadlines to ensure quality and fairness?A4. The deadline has been extended to 18 May 2026; however, the clarification deadline remains unchanged.

Unit prices for each consumable item shall be stated separately in the bid. Prices shall remain valid for a minimum of 24 months from the date of contract award. A list of all compatible consumables with unit prices shall be submitted together with the bid. The awarded supplier shall notify the purchaser in writing at least 60 days in advance of any price change to listed consumables), could you please kindly provide further guidance regarding the requirement to submit a list of all compatible consumables with unit prices? Specifically, is there a prescribed format or template for this list, where should it be uploaded within the tender submission, and will the pricing of these consumables be taken into account as part of the financial evaluation?A2: Dear Bidder, please note that the consumables price list should be submitted together with a bid, but it will NOT be assessed during the technical or financial evaluation of your offer. New clarification added: Q1: As per Section_III_Returnable_Bidding_Forms, Form C -Technical Bid Form, Section V - Installation & Support, line 90 ("In maintenance agreements after the warranty period expires, based on the equipment price (dollar based):• 1-8 years: excluding parts 3%• 1-4 years: including parts 4%• 5-8 years: including parts 6%The rates will not exceed these percentages") Could you please kindly clarify the maintenance agreement provisions after the warranty period, particularly how the percentages (3%, 4%, and 6%) are to be applied and interpreted in practice?A1: Dear bidder, this part applies to post warranty period and it will be negotiated directly with end user, in the following manner: Maintenance in this clause refers to the technical services required to keep the equipment in full clinical operation after the contractual warranty period expires. This includes preventive maintenance (Scheduled periodic inspections, performance verification, calibration, electrical/mechanical safety checks, functional tests, firmware/software updates, and replacement of wear-and-tear items according to the manufacturer's recommended maintenance schedule.), corrective maintenance (on-demand repair labor and engineer time), and technical/remote support. Consumables are not part of the maintenance agreement.The three percentages are annual ceilings applied to the contractual equipment unit price (USD, net of VAT), and the bidder shall quote two distinct Annual Maintenance Contract (AMC) options: a labor-only agreement at ≤3% per year (applicable to years 1–8 after warranty expiry, parts billed separately when needed), and a comprehensive (parts-included) agreement at ≤4% per year for years 1–4 and ≤6% per year for years 5–8. The purchaser reserves the right to select either AMC type on a year-by-year basis; the rates submitted with the bid constitute a binding commitment for up to 8 years regardless of market or OEM price movements. The end-user is not obliged to enter into a maintenance agreement with the supplier after warranty expiry. However, should the end-user elect to do so, the rates shall remain within the ceilings stated above and the supplier shall honor them as a binding commitment for the full 8-year period.
