Description
The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) has a requirement to insure the property of ESCAP, comprising of owned buildings, property items contained therein and portable items listed for coverage, along with coverage for third party who are present within the ESCAP premises. The provision of insurance for ESCAP shall cover the following policies:
1. All risks associated with all three (3) ESCAP buildings, foundations, as well as extra expenses as may necessarily be incurred to rebuild, repair or replace the damaged property, including relocation costs;
2. Public liability insurance for third party; and
3. All risks for portable items.
SERVICE REQUIREMENT
ESCAP (hereinafter “the Client”) seeks to contract with a reputable insurance brokerage firm (hereinafter “the Vendor”) who was established under the jurisdiction within the Kingdom of Thailand. As the Client’s authorized representative, the Vendor shall be required to perform the following services:
- Solicit insurance providers from the market, in order to obtain the best coverage for all three (3) policies;
- Provide the Client with at least three (3) coverage options from insurance providers for each of the three (3) policies at the contract initiation period and for every year throughout the duration of the contract with the Client;
- Act on the Client’s behalf when an incident arises that could potentially lead to a claim or a dispute;
- Liaise and coordinate with the insurance providers during the claim processing phase and provide the Client with regular updates on the case as well as on the final outcome;
- Ensure timely claim settlement and provide prompt reporting on issues to the Client; and
- Advise the Client regarding updated market regulation or practice that could impact the current coverage plan or claim settlement process.
The Vendor shall be awarded a contract for an initial period of three (3) years, from which ESCAP shall have the option, based upon discretion and depending upon the Vendor’s performance, to extend the contract for two (2) additional periods of two (2) years each.
Specific Requirements/Information
Interested vendors who would like to participate in the solicitation must be able to provide evidence to address the following requirements during the bidding exercise:
1. Vendor Profile
a) Vendor Background: The vendor shall provide a brief description of the organization, including size, longevity (number of years in business and number of years providing relevant services), total number of employees and number of employees anticipated to be assigned to this contract, client base, specialization and expertise, and any other pertinent information in such a manner that the proposal evaluator may reasonably formulate an opinion about the stability and financial strength of the organization. Note that the Vendor shall show proof that the company was established within the Kingdom of Thailand and has been in operation for five (5) years or more.
b) Vendor Accreditation: The Vendor shall include an approval from the Office of Insurance Commission (OIC) to substantiate the Vendor’s accreditation to legally work as an insurance broker in Thailand.
c) Vendor Team: Curriculum vitae (CV) of proposed personnel identified under the Vendor’s team to undertake the assignment. Preference for more than five (5) years of experience in the area of property & corporate insurance for all CVs submitted is desirable..
2. Vendor experience and past performance:
The vendor shall submit at least three (3) samples of insurance coverage for building of similar size and scope, along with similar coverage for the required policies. Preference for more than three (3) samples is desirable
3. Description of Insurance Coverage:
The Vendor shall describe the detailed insurance coverage that reflects an understanding of the technical requirement, including terms and conditions, special coverage and benefits offered to meet the requirements, as described in the background and service requirements. The description shall address the insurance coverage associated with the three (3) policies of All Risks, Public Liability and All Risks Portable Items.
4. Proposed Percentage Increase in Premium:
The Vendor shall include a percentage (%) increase based upon the premium of the previous year for each year of the contract duration period, excluding the first year [Note that the contract period = initial three (3) years and additional two (2) periods of two (2) years extensions]. Preference for an average increase of 10% or less per year is desirable.
5. Standard Operating Procedure (SOP):
The Vendor shall submit a Standard Operating Procedure (SOP) regarding the processing of an insurance claim to illustrate the role and function of the client, insurance company and other concerned parties. The submission shall include, but is not limited to, written description of the claim process, from initiation to settlement, along with visual representations, such as workflows, graphs and charts, if applicable. The SOP shall involve the processing of the insurance claim for all three (3) policies.
6. Claim processing timeline for portable items:
The Vendor shall submit a timeline regarding the number of days it would typically take to file a claim. The timeline shall be in the form of a Gantt Chart, listing the period from the incident, Vendor action & engagements, to final claim settlement. Preference for a processing timeframe of less than or up to forty-five (45) days is desirable.
