Provision of Vehicle Rental Services on Long-Term Agreement Basis (1 year with possible extension to another 2 years) – 22 April 2026

The International Organization for Migration, Mission in Syria hereby invites prospective Service Providers to submit a proposal in accordance with the General Conditions of Contract and the Schedule of Requirements as set out in the attached Request for Quotation.
If you are interested in submitting a proposal in response to this RFQ, please prepare your proposal in accordance with the requirements and procedure as set out in this RFQ and submit it by the deadline for submission of proposals set out in Section 2: RFQ Instruction Data. Should you require further clarifications, kindly communicate with the contact person/s identified in Section 2 as the focal point for queries on this RFQ.
Please note the following important conditions of this RFQ and ensure that your Proposal is submitted in accordance with these conditions.
Technical Proposal – Required Documents
The Technical Proposal shall include the following:
1. Legal Status & Eligibility
• Certificate of Registration / Valid Business License authorizing transportation services in Syria
• Annex 5: Vendor Information Sheet, duly completed, signed, and stamped
2. Declarations of Conformity
• Annex 2: Signed Declaration of Conformity, confirming that the bidder:
o Is not suspended or declared ineligible by any UN Organization, the World Bank Group, or other international entities
3. Relevant Experience
• Company profile
• Evidence of minimum five (5) years of relevant experience
• List of similar contracts/POs with supporting documents (preferably with UN agencies, NGOs, INGOs, or government entities)
4. Financial Capacity
• Audited financial statements or bank reference letters for the past three (3) years
• Evidence of minimum average annual turnover of USD 100,000
5. Fleet Requirements
• List of at least twenty (20) vehicles (model year not older than five (5) years)
• Copies of vehicle licenses, registrations, and valid insurance
6. Drivers
• List of at least twenty (20) drivers
• Copies of valid driving licenses
• Evidence of minimum five (5) years of professional experience
• Proof of relevant training (e.g. road safety and/or security, if applicable)
7. Insurance
• Valid insurance certificates covering at least twenty (20) vehicles
• Coverage must include third-party liability, passenger, and cargo insurance
Incomplete submissions may be disqualified at the technical evaluation stage.
The Proposer is required to prepare the Financial Proposal following the below format and submit it in a separate email with the mandatory subject line: SCU-SY-2026-010 Financial Proposal as indicated in the Instruction to Proposers. The Financial Proposal should align with the requirements of the Terms of Reference and the Proposer’s Technical Proposal.
