The United Nations World Food Programme hereinafter referred to as the “WFP”, with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.
The WFP Programmes Division/Climate and Resilience Service seek to establish Long Term Agreements (LTAs) for Environmental and Social Safeguards (ESS) Services to support the implementation of ESS at Global Headquarters (GHQ), Regional Offices (ROs), and Country Offices (COs) level.
The WFP ESS function requires specialized technical services to support the effective implementation of WFP’s ESS commitments across programmes, projects, and operational activities. These services are essential for ensuring that WFP interventions are designed and delivered in a manner that prevents, mitigates, and manages potential environmental and social risks, while enhancing positive impacts for affected communities. To meet these obligations, WFP seeks to establish LTAs for the provision of ESS services (including, but not limited to, risk screening, environmental and social impact assessments, stakeholder engagement support, monitoring, capacity strengthening, and development of safeguard tools and guidance). These services will directly support compliance with WFP’s Environmental and Social Sustainability Framework (ESSF) and help GHQ, ROs, and COs integrate safeguards considerations throughout the programme cycle. The LTAs will therefore ensure timely access to high‑quality, specialized expertise needed to support programme design, implementation, and oversight; uphold accountability to affected populations; and align WFP operations with international environmental and social standards, host‑country regulations, and donor requirements.
