Who We Are

The United Nations World Food Programme (hereinafter referred to as “WFP”), with its Headquarters located at Via C.G. Viola, 68/70, 00148 Rome, Italy, is the leading humanitarian organization saving lives and changing lives. WFP delivers food assistance in emergencies and works with communities to improve nutrition and build resilience, assisting nearly 100 million people in approximately 83 countries each year. WFP employs around 17,000 staff, most of whom work in challenging environments directly serving the world’s vulnerable populations.

As part of its early recovery and food system resilience efforts in Ukraine, WFP has established AgriHubs to support small-scale farmers (less than 500 hectares) in frontline regions. AgriHubs operate as multi-agency platforms involving private sector partners and farmer networks, providing: business consultancy, agricultural services, grain marketing support, and localized projects and grants.

AgriHubs also function as an aggregation point to facilitate access to additional market opportunities.

The first AgriHub was established covering Bashtanka district and parts of Mykolaiv district and Kherson oblast.In March 2026, additional AgriHubs were established in Kharkiv and Dnirpopetrovsk oblasts.The AgriHub network currently engages with more than 1,000 farmers and works proactively with approximately 500 farmers.

The WFP Ukraine Country Office is seeking experienced laboratories to provide soil and water analysis services in support of AgriHub activities across Ukraine.

Requirements for WFP Ukraine

1. Interested suppliers must demonstrate the ability to provide one or more of the following services. Services may be offered on a regional basis:

  • A comprehensive soil analyses (Hummus, Nitrogen, phosphorus, calcium, pH, Sulphur, Microelements, Cation Exchange Capacity)
  • Water analysis (Electroconductivity, pH, salt, catonides and hardness)
  • Soil and/or water sample collection services, where appropriate and safe
  • Clear analytical documentation explaining test results and recommended corrective actions, where applicable.
  • Complementary training or guidance to enable farmers to understand and correctly apply analytical results, where required.

2. Laboratories must clearly indicate:

Whether they are listed in  the State Register of Accredited Laboratories of the National Accreditation Agency of Ukraine

Whether they are accredited for soil and water sampling

Compliance with DSTU / EN ISO/IEC 17025:2019.

Suppliers must submit documentary evidence to support all accreditation and compliance claims. Any additional certifications should be also disclosed.

As a minimum, soil sampling is should comply with DSTU 4287:2004 and DSTU ISO 10381 (including Order No. 844-2025, relating to demined land), and the analysis with DSTU 7948:2015 “Soil Quality. Testing. General Requirements”.

Water sampling should be in accordance with DSTU ISO 5667.

Purpose of This EOI

  • The purpose of this Expression of Interest is to identify qualified and experienced laboratories capable of providing soil and water analysis services to support WFP’s AgriHub programme in Ukraine. 

  • This EOI does not constitute a tender. Only suppliers meeting the minimum technical and administrative requirements may be shortlisted and invited to participate in future formal solicitation processes.

Instructions for Submission to EOI

Interested suppliers must submit the following documents:

  1. Table 1: Supplier Registration Form (signed and stamped by an authorized company representative);

  2. Table 2: Declaration of Honour;

  3. Table 3: AFAC Clause;

  4. Extract from the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations;

  5. Tax registration certificate;

  6. Bank letter with bank details;

  7. Certificates confirming accreditation and compliance with standards

All documentation listed above must be submitted in English or Ukrainian, in PDF format, and emailed to: ukraine.vendormanagement@wfp.org.

Upon closure of the submission period, WFP will review all submissions and inform suppliers of the evaluation outcome.

Evaluation and Important Information

  • Incomplete or unsigned submissions will not be considered.

  • All submissions and supporting documentation will be treated as strictly confidential and will not be disclosed publicly.

  • WFP reserves the right to modify or cancel this procurement process at any stage. Any changes will be communicated to all participants accordingly.

  • Only shortlisted suppliers will be contacted.
