Description

The United Nations World Food Programme hereinafter referred to as the “WFP”, with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.

The WFP Nutrition & Food Quality Service/HQ seeks to purchase services for Social and Behaviour Change (SBC) programming to support its nutrition, resilience, food security, school‑based, social protection, and emergency response interventions across about 120 countries globally, based on country office’s needs. WFP applies SBC approaches throughout its programmes, with a particular focus on enhancing dietary diversity and improving nutrition outcomes.

To this end, WFP invites qualified institutions, companies, and agencies with the required expertise and experience to establish Long-Term Agreements (LTAs) for the provision of SBC-related services on an as-needed basis. WFP is particularly interested in partnering with suppliers based in the Regions where WFP operates and who possess local presence and a proven understanding of the socio-cultural dynamics of at least one of the geographical areas where WFP operates: Asia, Southeast Asia, Pacific; Middle East; North Africa; Eastern Europe; Central Asia; West Africa; Southern Africa; Eastern Africa; Latin America & the Caribbean.   

WFP invites eligible suppliers to express their interest in providing the requested SBC services listed below. Suppliers with demonstrated capacity in one or more of the below listed areas of work are invited to apply the required service.

  • Design and conduct formative research into behavioural drivers, social norms and contextual factors to inform the SBC programming framework.
  • Develop theory-driven and evidence-based SBC strategies aligned with programmatic goals and responsive to participating audiences’ needs and preferences, including through participatory co-design processes.
  • Design and produce culturally appropriate SBC materials, tools and job aids in a range of formats, including print, audio-video and digital formats.
  • Plan and execute comprehensive SBC programmes, using a range of appropriate approaches such as mass media, digital engagement, individual and group-based interpersonal communication, nudging/boosting, social marketing, social mobilisation and advocacy.
  • Develop and deliver SBC capacity strengthening initiatives to enable Government and non-Government partners to design and roll-out structured, evidence-based SBC interventions.
  • Design and execute implementation research, process and/or impact evaluations to test innovative SBC interventions and generate new evidence using a mix of appropriate research methods.
