This Request for Expression of Interest (EOI) of UNOPS intends to identify interested qualified and competent vendors for the scope listed below. Please note that this EOI does not constitute a tender process at this stage. UNOPS will issue a Request for Proposal (RFP) at a later stage for the purpose of identfying the most suitable company for the purpose of finalizing the project.
At Kosovo B TPP, six different types of wastewater streams have been identified, each discharging at different points of the facility but are collected in a single channel discharging water into the river of Sitnica. These include:

IMPORTANT NOTE: Interested vendors must respond to this EOI using the UNOPS eSourcing system, via the UNGM portal. In order to access the full UNOPS tender details, request clarifications on the tender, and submit a vendor response to a tender using the system, vendors need to be registered as a UNOPS vendor at the UNGM portal and be logged into UNGM.

- Development of the Design for the Construction of five (5) Wastewater Treatment Plants and one (1) Chemical Storage at Thermal Power Plant “Kosovo B” and
- Undertake the Construction Works for the Building of five (5) Wastewater Treatment Plants and one (1) Chemical Storage facility at Kosovo B TPP.
At Kosovo B TPP, six different types of wastewater streams have been identified, each discharging at different points of the facility but are collected in a single channel discharging water into the river of Sitnica. These include:
- Sludge produced by softening (decarbonisation) treatment;
- Overflow of decarbonised and demineralised water basins;
- Bottom ash removal;
- Fly ash removal and disposal;
- Civil sewage system including surface drainage;
- Oily and heavy fuel oil water;

New clarification added: Clarification request no. 13:We would like to respectfully bring to your attention that, given the scope and technical complexity of this assignment, along with the substantial volume of documentation and the translations required, the current submission deadline does not allow sufficient time to prepare a thorough and high-quality response.In light of the above, we kindly ask for a one-week extension to the submission deadline. New clarification added: Clarification request no. 12:With reference to the ongoing Prequalification process for the Kosovo WWTP Design and Build Project, we kindly request the Contracting Authority to consider an additional extension of the submission deadline by at least fourteen (14) calendar days. As evident from the recent clarification process, several important aspects of the procurement documentation and qualification requirements have continued to be clarified and supplemented in the days immediately preceding the submission deadline, including matters related to reference requirements, organisational/personnel documentation and administrative interpretation of submission requirements. Considering the complexity and scope of the requested documentation, as well as the volume of information and supporting evidence required to be collected, reviewed and internally validated, the currently available timeframe creates significant challenges in preparing a submission at the level of quality and completeness expected for a project of this importance. As a matter of professional policy, applications are not submitted unless they have been fully coordinated, reviewed and validated in accordance with strict internal technical, commercial and compliance standards. Following the latest clarifications issued during the ongoing process, achieving such standard within the current deadline may become impossible. For this reason, we believe that granting an additional extension of at least fourteen (14) calendar days would be in the best interest of the procurement process itself, ensuring strong competition and allowing interested qualified international contractors to prepare complete and properly substantiated applications. Our request is submitted in good faith and with the intention of supporting a robust, competitive and high-quality procurement procedure.Clarification response no. 12:Thank you for your request and for your interest in this process.We appreciate the time and effort invested throughout this process. However, after careful consideration, we regret to inform you that the submission deadline will remain unchanged and no further extension can be granted. However, considering the complexity of the project and the need for coordination with international consortium partners, as well as the impact of the recent public holiday period, the preparation of a complete and competitive submission has been challenging within the current timeframe.In this context, even a short extension of a few days would contribute to improving the overall quality of submissions and ensuring a higher level of competition, in line with the objectives of the procurement process.We remain fully committed to submitting our application and would highly appreciate any consideration for a possible reconsideration of this matter.Clarification response no 11:Thank you for your request and for reiterating your interest in participating in this process.We appreciate the challenges associated with coordination and acknowledge the effort required to prepare a comprehensive submission. Due to the public holidays at the beginning of May, several key partners and experts have been operating with reduced availability, which has impacted the preparation process.Considering the complexity of the project and the importance of submitting a well-structured and competitive application, we believe that the current deadline (11 May 2026) is relatively limited to fully reflect the capabilities and organization of the proposed consortium.In this regard, we would highly appreciate your consideration for a short extension of approximately 10 days, allowing for a more comprehensive and competitive submission.Thank you in advance for your understanding and consideration. New clarification added: Clarification request no. 09If a joint venture participates in the tender, is it mandatory for both partners to meet the eligibility criterias( experience and turnover limit)?Clarification response no. 09Please note that this process is an Expression of Interest (EOI) and is not considered a competitive tender stage. At this stage, it is mandatory that at least the Lead Partner of the Joint Venture meets the specified experience and financial requirements.

New clarification added: Clarification request no. 06:With reference to Clarification Response No. 05, stating that the Joint Venture Lead Company must be the one that has specialist knowledge and experience in the Design and Build of Wastewater Treatment Plants, we kindly request further clarification on this requirement.Could you please specify whether the Joint Venture Lead Company is required to submit references demonstrating experience covering both the design and the construction of Wastewater Treatment Plants within the same projects, or whether references related solely to the design of Wastewater Treatment Plants would also be considered acceptable for evaluation purposes?Clarification response no. 06The Joint Venture Lead Company is required to submit references demonstrating proven experience in both the design and construction (Design & Build) of Wastewater Treatment Plants within the same projects. References that cover only the design of Wastewater Treatment Plants will not be considered sufficient for evaluation purposes, as they do not demonstrate full execution responsibility and experience under a Design and Build arrangement.

New clarification added: Clarification request no. 07:If our company intends to participate as JV with another company for this tender, how are the documents for the EOI going to be submitted?The “Form B: Company Details” has one note saying “3. If a joint venture is proposed, each company is to respond to all questions and fill in the forms separately.”However, the given forms in the EOI procedure do not include any document for presentation of an intended JV and no description of what details should be provided in such case, like who is the lead member and how the experience is to be shown for the JV as all parties combined. We kindly ask for your clarification in this regard, as to what document to use for a proposed JV and what details are to be submitted in such situation.If there are any particular forms to be submitted in case of a JV, please provide these to us?Clarification response no. 07: In case of participation as a Joint Venture (JV), Form B: Company Details shall be completed separately by each JV partner, in line with the note provided in the form. This requirement applies not only to Form B, but also to all other returnable forms, as well as to all requirements related to financial capacity and previous experience. The Lead Company of the Joint Venture shall be clearly indicated within Form B: Company Details, under the section “Name of the Company.” All documents must be individually completed, signed, and stamped by each JV partner. However, the full set of submission documents shall be submitted as a single EOI response by only one of the JV partners.No additional or separate template is required specifically for the presentation of the intended Joint Venture at this stage.

New clarification added: Clarification request no. 04:Under the Vendor Submission tab, the Document Checklist lists 14 required documents. The first item requests "All documentation requested under Section I and II", which we understand to include the complete set of documents required for this EOI submission. The remaining 13 items then list each of these documents individually (Form A through Form H, company profile, financial statements, etc.). To our current understanding this would result in all documents being submitted twice.Clarification response no. 04Please note that the item “All documentation requested under Section I and II” has been removed from the "Checklist tab". As such, only the individually listed documents are required to be submitted.

New clarification added: Clarification request no. 03:We have identified a discrepancy regarding the deadline for submission of the EOI:- The EOI document (Section I) states: 04 May 2026, 13:00 hrs- The UNGM portal indicates: 04 May 2026, 11:00 hrsCould you please confirm which deadline is applicable?Clarification response no. 03:Please note that the time displayed in the eSourcing system and on the UNGM portal is in Coordinated Universal Time (UTC), which is two hours behind the local time, hence showing the two hour difference.

New clarification added: Clarification request no.02:The current deadline for submission falls within a period of public holidays across multiple European countries (1 May - International Workers' Day and surrounding days). During this period, key personnel involved in preparing the EOI documentation, including technical and management staff, are unavailable. This may affect the quality of submissions and consequently the fairness of the selection process.We kindly request UNOPS to consider extending the submission deadline by one (1) week, i.e. to 11 May 2026, to allow all interested companies adequate time to prepare a complete and competitive EOI response.Clarification response no.02We take note of your suggestion and will extend the deadline to 11 May 2026.

New clarification added: Clarification request no. 01The EOI documentation refers to an EU feasibility study that forms the basis for the project scope and the selected wastewater treatment processes. We believe this refers to the "Feasibility Study for Environmental and other measures on Kosovo B Thermal Power Plant" (June 2017), funded under IPA 2014.Would it be possible for UNOPS to make this feasibility study available to interested companies, either through the eSourcing platform or upon request? Access to this document would enable a more informed assessment of the project scope and allow companies to better evaluate their capability and resources for this assignment.Clarification response no. 01There was a study conducted by EU some years ago on this subject, and the recommendations made actually triggered this project. However, the study's main purpose was not about the treatment plants. The study is quite voluminous and we cannot share it. Please consult the documents available in the Expression of Interest for the purpose of assessing the scope of the intervention.
