Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultant will carry out targeted diagnostics of several pre-selected sectors under SECO’s “Competitiveness for Recovery Ukraine 2026–2029” Programme. The work will analyse how productivity and competitiveness dynamics in these sectors relate to the creation of decent, formal employment, using a mix of desk research, quantitative analysis and stakeholder consultations. It will include a structured review of policies, institutions, sector performance, labour-market and skills issues, working conditions and informality, as well as focused value chain and market-system analysis. For each sector, the consultant will prepare a diagnostic report with clear, prioritised and action-oriented recommendations to inform ILO technical assistance under Component IV.
