New clarification added: Dear Bidders, Please note the below-raised questions and our official responses in connection with the Request for Quotation, ref. IRFQ/2026/62390;Q 01: LOT 1 requirement 3 “Manual single tube counter capable to measure gamma, beta and Alpha”.Should an instrument be capable to distinguish (separate) alpha spectra from beta? In standard model it is not possible, alpha and beta detected together, Alpha/beta separation is an additional option.Ans. 01: Please be advised that UNOPS is not seeking a specific brand for this requirement. Bidders may submit offers for any brand, provided that the offered products meet all the minimum technical requirements and specifications detailed in the solicitation document.Q 02: LOT 1 requirement 8 “Data Analysis: Multichannel analyzer (MCA) with spectral analysis software for isotope identification”.In LSC counting, there is no spectral analysis and identification; it is counting counts in selected region of interest (ROI). Will a standard SW offered by LSC manufacturer SW be acceptable? It allows to see measured spectra, it allows to open collected spectra in special EXCEL template, but there are no spectral analysis features like energy calibration, peak search and identification.Ans 02: Bidders are required to provide comprehensive technical documentation detailing how their proposed offer fully complies with the technical requirements and specifications outlined in the solicitation document.Q 03: LOT 1 requirement 9 “Scintillator sensitivity of at least 40% (tritium) and 90% (Carbon-14).”Scintillator used in LSC is special liquid LSC cocktail. For one typical sample, for example for H-3 measurement in aqueous liquid sample, approx. 12 ml of scintillator is needed. How much liquid scintillator should be included in offer? For different type of samples and sample preparation methods, different type of scintillators exists (for aqueous or organic or solid (filters for example) samples, for general counting (universal) or for better alpha/beta separation, containing NPE or without NPE, and many other choices). Which type scintillator is needed? General info about scintillators existing on the market is available here: https://www.hidex.com/material/hidex-lsc-cocktail-selection-guide, or from other manufacturers web sites. Which type and how much scintillators should be included in offer? For examle 5 Liter cocktail, with or without NPE, for general counting, for water samples could be included? Or 5 liter for water samples plus 5 liters for organic samples? For dosing of scintillator into sample, pipettes or dispensers usually used. Should any of them  be included in the offer, if yes how much?Ans 03:The technical specification sheet has been amended to incorporate the revised requirements. Please refer to the amendment No.01Q 04: LOT 1 requirement 11 “Sample type: vials and microtubes”.Typically, for LSC measurements, 20 ml plastic (recommended, cheap and single use) or glass (for some specific methodic) vials are needed. Should any sample vials be included in proposal? If yes which size and type, and how much vials and/or microtubes? We would recommend 20 ml plastic 1000 pcs.Ans 04:The technical specification sheet has been amended to incorporate the revised requirements. Bidders are instructed to base their submissions exclusively on this updated version. Please refer to the amendment No.01Q 05:  LOT 1 requirement 13 “Connection to external computer for data export (hardware included)”. Should computer be included in the offer, or customer plans to use their own computer?Ans 05: The supplier must provide a computer that fully complies with the minimum technical specifications outlined in the solicitation document.The computer with minimum specification should be included in the offer. Please refer to the amendment No.01.Q 06: ​LOT 1 requirement 15 “Gamma Check Source for calibration”. It is gamma check source for measurement in NAI (TI) crystal, or in liquid scintillator? Which radionuclide should be in the calibration source? If measured radionuclide will be Cs-137, source also should be Cs-137. Liquid source in ampoule could be also provided, but customer should have the possibility to open, dilute source and prepare standards for the calibration. In any case, LSC type measurements require (strongly recommended) sample preparation (simplest could be distillation of water for H-3 measurements), and customer should have sample preparation methodics and appropriate laboratory/glassware/balances and so on. Is it needed to include any other radioactive sources to calibrate instrument for measurements, or to do internal quality control of instrument? Is it needed to include anything for the sample preparation in the scope of supply? Calibration is strongly recommended on site. To do calibration, calibration sample should be prepared from reference materials also on site. Most common recommendations and popular choices for such instrument – if H-3 in water should be measured, tritiated water source (H-3, approx. 100-400 kBq) is needed, if C-14 is to be measured, C-14 source in appropriate form is needed. Please provide info which sources, how much and in which form should be included in the scope of supply?Ans 06: The provision of a Cs-137 gamma check source is a mandatory requirement. For all other specified methodologies, the necessary arrangements will be managed independently by the beneficiary. Please refer to the amendment No.01Q 07: LOT 1 requirement 20 “Calibrations certificate”.  The instrument which we consider to offer will have a manufacturer “QUALITY CONTROL CERTIFICATE” with main instrument specifications. But not a calibration certificate. Required radioactive sources -gamma, and (if will be clarified as needed) other sources which can be used for the calibration, will have certificates, which are often called as calibration certificates. Would they be sufficient to fulfill this requirement?Ans 07: Bidders may submit any official supporting certification or documentation that clearly demonstrates and verifies the measurement efficiency and performance of the offered equipment.Q 08: Could you please extend the deadline for placing the offer, and leave us possibility after reply to ask for additional clarifications?Ans 08: UNOPS has already extended the RFQ submission deadline from 27 April to 06 May 2026.Q 09: Please check again.
