Final Evaluation of the UNESCO Project "Developing In-House Consulting Capacities in Austria, Belgium, the Czech Republic, France, Greece and Latvia"
United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified companies to submit sealed tenders as follows:
Consulting services for the final evaluation of the UNESCO project "Developing In-House Consulting Capacities in Austria, Belgium, the Czech Republic, France, Greece and Latvia," funded by the European Union under the Technical Support Instrument (TSI). The evaluation will assess project results across six beneficiary Member States against the criteria of relevance, coherence, effectiveness, efficiency and sustainability. Expected outputs include an inception report, a draft evaluation report and a final evaluation report. Activities will include document review, semi-structured interviews with key stakeholders, field visits to a selection of beneficiary countries, and attendance at a horizontal project workshop at UNESCO Headquarters in Paris.
