The following Clarifications were received and added Location and Duration Pg. No. 6 The work is expected to be finalized in five months for a total of 60 working days from May 1 till September 15. The TOR indicates 60 working days from May 1 till Sept 15 4.5 months while deliverables are due May 15, June 25 and July 31, effectively compressing delivery to 3 months. We request the Authority to kindly clarify the same. The work will be conducted over the period of May till mid September and expected to be a total of 60 working days. However this work will not require full time work everyday within the 4.5 months period. Deliverables Pg. No. 5 2 Draft Analytical Report and Investment Case Policy recommendations and advocacy action plan for implementation and scale up of the PPH package prevention, diagnosis and management We would like to request the Authority to clarify expectations for the advocacy action plan format, length, whether country specific. Can this be limited to a structured outline with key messages, audiences, channels, and timeline. This is a valid question and we can discuss with the selected partner and depending on the outcomes of the study and the interest of the stakeholders to be tailored to that specific audience type of stakeholder, whether country specific or multi country. Channels will be mostly regional meetings, global conferences and advocacy meetings. Company Requirement Pg. No. 6 Fluency in English and French is a plus We request the Authority to confirm if all deliverables are required in English only. If French versions are required, can they be treated as optional or separately budgeted. The deliverables will be mostly in English. However, some of the countries in this assignment will be French speaking countries. While our colleagues who speak French will assist, it will be better to have French speaking staff as part of the selected partner team. Project Management Pg. No. 7 20 percent upon submission and clearance of the Inception Report. 40 percent upon submission of the Draft Analytical Report and Investment Case. 40 percent upon submission and approval of the Final Report Package. Since significant costs are incurred early data collection, build models, triangulation of data, we would like to request the Authority to revise payments to 30 percent, 40 percent and 30 percent. The inception report will not include data collection. However, that structure can be adapted slightly based on the discussion with the selected partner. Evaluation Criteria Pg. No. 8 2.3 Previous experience in working with UNFPA or other UN Agencies in a similar area of work in sub Saharan Africa Criterion 2.3 assigns up to 20 points for previous experience working with UNFPA or UN agencies. To ensure open competition, we would like to request the Authority to consider equivalent experience with other multilaterals such as ADB and World Bank. That is well noted and will be taken into consideration especially if that work is closely relevant to this assignment. Evaluation Criteria 2.3 Previous experience in working with UNFPA or The TOR references Sub Saharan Africa and also. The question is not clear but yes experience of working in SSA is relevant and will be helpful. Are bidding organizations required to be registered in South Africa. This is an international bid so all registered qualifying companies are invited to participate. It is unclear if the budget must be submitted in Rand or other in our case US dollars or both. Can you clarify. The quote may be in US dollars or other currencies, UN conversion rates will apply. Beyond reaching the minimum threshold, does the proposal score as described in the evaluation criteria have an effect on the selection of a provider, or is it simply to be the lowest budget amongst qualified respondents.
