RFP 2026.03 Long-Term Agreement (LTA) – Impact modelling and analysis for Unitaid

Objective of the consultancy:
To identify suitable provider(s) with strong relevant experience to conduct A) public health impact modelling and analysis, and/or B) economic impact modelling and analysis.
Qualification of Firm and Consultants:
The bidders will propose a team of experienced impact modelers, which could be from a single organization, a consortium of individual modelers, or a hybrid of both. Proposals must be submitted by a legally registered entity. Individual consultants are not eligible to submit proposals. The team(s) must have substantive experience of either public health or economic impact modelling (or both), alongside relevant knowledge, understanding and experience of global health issues. The bidders can submit a proposal based on one or multiple areas in scope of the long-term agreement, in line with their relevant skills and experience.
The proposed team(s) must meet and demonstrate the following requirements:
1. Minimum of 10 years (for project lead) and 5 years (for other team members) of strong experience conducting public health and/or economic impact modelling, in one or multiple of the following areas of HIV, TB, malaria, Hepatitis C, Reproductive, Maternal, Newborn Child Health (RMNCH), Cervical Cancer and Oxygen;
2. Substantive knowledge of access to medicines/health products (diagnostics, medicines, other health products) issues in resource limited settings;
3. Demonstrated strong knowledge, experience and capabilities in the following areas:
(for those bidding for Area A - public health impact modelling and analysis):
(i) the capacity to utilize disease-level modelling approaches;
(ii) the capacity to build bespoke public health models;
4. Demonstrated strong knowledge, experience and capabilities in the following areas:
(for those bidding for Area B - economic impact modelling and analysis):
(i) the capacity to develop bespoke economic analysis and/or cost-effectiveness analysis,
(ii) the capacity to develop Return on Investment (ROI) analysis, and
(iii) the capacity to develop investment case analysis, in the context of health financing decisions
5. Strong experience in producing fit-for-purpose communications materials, including one or multiple of i) writing technical reports, ii) producing presentations in PowerPoint, iii) messages for public dissemination, with a proven capacity to translate complex technical content into a simple narrative and key messages;
6. Proficiency in English; final deliverables must be submitted in English.
Desirable
• Strong knowledge and experience of coordinating discussions with a range of stakeholders, e.g. global health technical partners.
• Knowledge of Unitaid’s business model and wider global health ecosystem.
Bidders are invited to submit a proposal for the above-mentioned RFP in accordance with the documents attached in the "Tender Document" tab. Proposals must be submitted via UNGM, through the “RFP documents” tab and upload documents in “My Tender Return” no later than 17:00 hours CET (Geneva time) on 07 May 2026. Given the time constraints, extension of tender closing date is not feasible. Bidders are encouraged to plan and submit the proposals by this closing date.
