The purpose of this pre-qualification is to establish a list of pre-qualified companies that will be invited to bid for works and services related to Installation and Commissioning of Gas (Natural Gas/Biogas) Generation/Cogeneration Units (containerized with gas engine drive, non-containerized with gas engine drive, with gas turbine drive).

For the sake of this invitation to participate in the installation and commissioning of gas generation/cogeneration unit will include but not limited to: 

• foundations for gas generation/cogeneration units;
• foundations for the entire scope of auxiliary equipment; 
• civil works;
• supply and installation of auxiliary equipment and materials;
• installation of the entire scope of main and auxiliary equipment;
• construction of pipelines and cable lines, including connection to the gas and electricity grids;
• commissioning of the installed equipment and the entire project. 

This ITP is open to all eligible companies solely or in a joint venture or in consortium (hereinafter: The Applicant) interested to work on projects of works related to Installation and Commissioning of Gas (Natural Gas/Biogas) Generation/Cogeneration Units (containerized with gas engine drive, non-containerized with gas engine drive, with gas turbine drive) in Ukraine.

As a result of this process, UNDP will establish a roster as a result of this pre-qualification. The roster will be valid for a period of three (03) years on as and when required by UNDP which will be updated on need basis. At UNDP’s discretion, a new prequalification round, whenever required, will be run to add new companies to ensure an adequate volume of companies with sufficient capacity are maintained.

Companies that have already been pre-qualified under this process will not be required to participate in future rounds. However, if these pre-qualified companies believe their capacity has been increased after a certain period, they may submit a direct request letter to UNDP to reassess and upgrade their status to a higher band, allowing for a higher contract award ceiling.

This ITP aims at establishing a list of highly experienced and qualified companies who are technically, financially, and administratively capable of providing works and services related to Installation and Commissioning of Gas (Natural Gas/Biogas) Generation/Cogeneration Units (containerized with gas engine drive, non-containerized with gas engine drive, with gas turbine drive) in Ukraine. The companies will be placed in the following four (04) bands based on their technical and financial capacity provided they meet the eligibility and qualification requirements:

1. Band 1: works and services up to 2,000,000 USD,
2. Band 2: works and services up to 5,000,000 USD,
3. Band 3: works and services up to 10,000,000 USD,
4. Band 4: works and services up to 20,000,000 USD, 

Interested companies must fill in the UNDP Pre-Qualification Application and submit relevant documentation/information to demonstrate that they are eligible and qualified to perform required works and services as and when required by UNDP. In principle, UNDP intends to use the outcome of this exercise for pre-qualification purposes in relation to similar procurement activities that may arise during the three years of period following the completion of this pre-qualification exercise.

UNDP will organize a virtual informational meeting to address applicants Q&A and to provide a better picture of the projects’ requirement to allow applicants to come up with realistic applications.
