What are the overall individual value of the contracts implemented by UNOPS for the Yemen Integrated Urban Services Emergency Project II (YIUSEP II), the Yemen Emergency Human Capital Project (YEHCP), and the Yemen Emergency Lifeline connectivity project (YELCP) projects? What proportion of the contract value is dedicated to the capacity-building components within the YIUSEP II ,YHCEP and YELCP projects?Answer 1: The bidders are required to review the tender documents and submit the quotations according to the tender requirement. The total quotations submitted should cover all the costs needed to implement the contract. The costs related to the projects are not publicly available.Question 2: Has there been a previous evaluation completed on any of the three projects? Is this evaluation an ‘interim’ evaluation of end of term’ evaluation’Answer 2: No Impact assessment had been done previously. New clarification added: Question 1: We are currently preparing our proposal for the above-referenced tender and would like to kindly request clarification regarding the eligibility requirement stated in Section 11.1, Item 1 of the Terms of Reference:“The bidder should have a valid business registration to operate in Yemen for a minimum of 7 years.”Our firm was officially registered in Yemen on 19 December 2019. As of the anticipated bid opening date (May 2026), this represents approximately 6 years and 5 months of continuous registration.In this regard, we would appreciate your clarification on the following:1. Whether the 7-year registration requirement is a strict pass/fail eligibility criterion, whereby bidders with less than 7 full years of registration would be considered non-responsive; or 2. Whether demonstrated technical experience, past performance in similar assignments, and institutional capacity may be considered in assessing eligibility in cases where the registration period is slightly below the stated requirement. We seek this clarification to ensure full compliance with the eligibility requirements prior to submission.Answer 1: The criteria has been amended to be 5 years instead of 7 years. The criteria is pass/fail.
