New clarification added: Dear Bidder,Please see our reply below. Thank you.To which extent can UNOPS support the collection of technical and economic data on transmission systems and generation fleets? Utilities in the region are notoriously restrictive with that data, and without direct contact to them and their buy-in to the study, the data will be impossible to get.- This project is implemented in collaboration with the ASEAN Centre for Energy (ACE) that has the mandate to coordinate all APG related work, including to liaise with the country stakeholders in all ASEAN member states. Therefore, the data and information gathering at the country level will be facilitated by ACE. The winning bidder will need to establish a non-disclosure agreement (NDA) with ACE and share the list of data and information needs during inception.The ToR mention a workshop on grid codes in passing. Do we have to add a grid code expert to the key staff?- It is up to the bidder to propose additional expert to deliver the training based on the anticipated workload and expertise to deliver the workshop. However, it is important to note that only the key personnel required in the TOR will be evaluated and scored.Besides a country-by-country assessment, does the CBA also have to cover the aggregated costs and benefits of the VTMS region as a whole?- Yes, the CBA should also cover the aggregated assessment at the VTMS level to understand the costs and benefits of each scenario presented.Regarding terms & conditions, is it possible to negotiate the T&C upon award of the contract? For example, the current T&C constitute unlimited liability, which could lead to unmanageable and uninsurable risks given the project's complexity and scope. Is it possible to cap the liability by 1.5 times the agreed upon contract value?- Deviation of T&C will not be acceptted and any deviations will result in disqualification. Acceptance to the General Conditions of Contract is included in the eligibility assessment.Best regards,

If so, how will this impact the evlaution? Would the technical evaluation be performed independently and the contractural agreement be negotiated with the preferred vendor?- Deviation of T&C will not be acceptted and any deviations will result in disqualification.
