New clarification added: Dear Bidders, Please note the questions raised below and our official responses in connection with the subject request for quotation ref. RFQ/2026/62237Question One (01): ITB/RFQ: ITB- RFQ/ 2026/ 62237 –SUPPLY AND PROCUREMENT OF HAND HELD DUAL MINE DETECTOR - UNOPS We would like to bring to your attention the following points regarding the subject bid:.1. In the event that this bid is awarded, we would require an End User Certificate (EUC) from UNOPS, as the items in question contain Forensic Kits etc. For the purpose of exporting such materials from any country, customs authorities mandate the provision of an End User Certificate (EUC) from UNOPS. The EUC should clearly state that: The materials are intended solely for use by UNOPS/ UNMAS in Somalia. The items will not be re-exported, sold, transferred, or re-diverted to any third country or entity unless specifically authorized by the Government authorities of SomaliaAnswer One (01): As indicated in the RFQ documents, the Somalia Security Forces are the designated End User of the equipment. This is in accordance with the UNMAS Somalia mandate, as set out in United Nations Security Council Resolution 2753, which provides for the enhancement of national capacities through training, mentoring, and the provision of equipment to Somali national authorities, including the Somalia National Army (SNA).In this context, and in the event of contract award, UNOPS will facilitate the issuance of an End User Certificate/End User Undertaking (EUC/EUU), where required, to support the export process. The EUC/EUU will specify the Somalia Security Forces as the End User and will be duly signed by the authorized representatives of the respective Somali authorities.Question Two (02): Due to the technical complexity and specific nature of the required items, we respectfully request an extension of the bid submission deadline until 20th April 2025. We look forward to your kind guidance.Answer Two (02): The programme is currently working under very tight deadlines. While your request will be duly reviewed, we regret to inform you that we cannot extend the submission deadline. This shall form part of the official solicitation documents. Please be guided accordingly.Thank you.
