New clarification added: Clarification:In the Bill of Quantities, item 1.5.1 specifies two layers of hot asphalt, whereas the specifications indicate three layers.For item 1.8.1, is the material marble or granite?The transformer Shelter is shown in the electrical drawings but is not indicated in the architectural and civil Quantities and drawings.UNOPS REPLY:for item 1.5.1 : As indicated in the tender documents—including specifications, drawings, and Bills of Quantities (BoQs)—the asphalt work requirements are summarized as follows:A: 50 mm Asphalt Concrete Wearing CourseB: 60 mm Asphalt Concrete Binder CourseC: Bituminous Prime Coat (MC-70), 1.50L/ m2for item 1.8.1 : As indicated in the Bills of Quantities (BoQs), the flooring shall consist of marble tiles. This requirement extends to the associated skirting, which must also be marble to match the floor tiles.for the shelter: No shelter will be provided for the transformer.

New clarification added: Clarification:For DIESEL GENERATOR SETS:Supply, install, testing & commissioning of complete PERKINS 380/220 volts 3 Phase - 50Hz - 1500 RPM PF 0.8 Prime Power Generator Set 250KVA including control panel board , all measuring devices, safety shut down and alarm monitoring system, batteries, exhaust system , sound proof enclosure (canoby), daily fuel tank with level control, electrical and mechanical fuel pumps, piping connected btween the daily fuel tank and the existing bulk fuel tank, vibration pads, cooling system, cable control, conduits, start up upon public power failure, earthing, bonding, fuel tank no less than 500L, and all accessories needed for a perfect operation and according to the drawings and technical specifications.Please confirm if the equivalent brands are acceptable or we should be strict with PerkinsUNOPS REPLY:The contractor to adhere with the contract specifications and requirments, any similar high quality brand from the same level , offering superior performance and efficiency is acceptable.

New clarification added: clarification:For medical gase system partUpon comparing the drawings with the BOQ/specifications, several significant discrepancies have been identified. In particular, the medical air and vacuum systems are requested as quadruplex configurations with very low flow rates. Such a configuration at these low capacities is neither efficient nor cost-effective in terms of both investment and operation. Additionally, this requirement does not align with the provided drawings. Therefore, from both efficiency and cost optimization perspectives, we recommend a duplex system with relatively higher capacity as a more appropriate solution. Furthermore, we kindly request clarification on the following points: • There is a discrepancy between the BOQ and the drawings regarding the standby plant configuration. Should the system be designed as 2+2 or 6+6? • While the master alarm unit is not specified in the BOQ, it appears in the drawings. Kindly confirm whether this item should be included in the scope.UNOPS REPLY:- The capacities indicated in the drawings and BOQ represent the minimum required flow rates. Increasing the capacity slightly is acceptable; however, no reduction below the specified values is allowed, and any increase shall be provided without additional cost.- Alignment with Drawings:The system configuration is fully aligned with the drawings. Refer to Drawing No. PD-02-101.- Compressors & Vacuum Pumps Configuration:- Any deviation from the specified number of air compressors or vacuum pumps will be considered non-compliant and may lead to exclusion from the tender.- Secondary Manifold Configuration:The required configuration is 2 × 2, meaning two cylinders in each bank.- Master & Repeater Alarm Units:Separate master and repeater alarms are not required, as the alarm system is integrated within the Area Valve Service Units (AVSUs).

New clarification added: Clarification:Dear UNOPSWith reference to the tender documents and the stated evaluation criteria, we would like to express our appreciation for your efforts in organizing and managing the procurement process, as well as your commitment to transparency and the principle of fair competition among bidders.In this regard, we would like to draw your attention to the financial capacity requirement, specifically the minimum annual turnover of USD 100,000, as well as the requirement for the bidder to have executed two similar contracts with a total value of no less than USD 1,100,000.From the standpoint of ensuring consistency in the criteria and promoting optimal competition, we believe there may be a potential misalignment between these requirements. New clarification added: Clarification:We are currently in the process of entering into a consortium agreement with XXXX that satisfies all the necessary conditions. As an engineering and contracting firm specializing in XXXXXX, approximately 70% of the relevant project scope aligns with our area of expertise. The objective of this consortium is to ensure mutual complementarity, with each member providing the capabilities required for the other to qualify for the tender. Would this approach to forming the consortium be acceptable to you?UNOPS Answer:Joint Ventures (JV) or Consortiums, are permitted. Bidders must comply with the requirements outlined in Section I: Instructions to Bidders of the RFQ (under the documents tab). Also, the bid must include the completed Joint Venture Partner Information Form (Schedule), providing full details of all partners, their respective roles, and a copy of the formal JV agreement. Please note that all members of the JV shall be jointly and severally liable for the execution of the contract.

New clarification added: Clarification:Dear UNOPS,Regarding the evaluation criteria specified in Stage 3 (Qualification criteria) (1), specifically the requirement of having two similar construction contracts successfully completed within the previous six years, with each completed project having a value of no less than US$1,100,000.00,We would like to clarify that the aforementioned evaluation criterion is excessive and prohibitive for the majority of applicants. Furthermore, it is incompatible with the prevailing circumstances and dire conditions—wars, political conflicts, and other factors—that have plagued all regions of Yemen since 2011. These conditions have generally led to a near-complete halt in tenders and similar projects that meet the aforementioned evaluation criteria, with the exception of a very limited number of tenders issued by certain humanitarian and international organizations, most notably UNOPS.Question: From our perspective, to prevent any unintentional or deliberate obstruction or monopolization of the process by a select few suppliers by the esteemed UNOPS,Proposal: The execution and completion of the tender works according to the required quality and timeframe can be ensured by increasing the conditions and requirements related to financial status and guarantees. This provides the best guarantee for achieving the desired outcome and ensuring the success of the contractual and implementation process.Request: Please lower the evaluation criteria to a total of two to three representative project contracts, with a combined value of no less than the specified amount of US$1,100,000.00.UNOPS REPLY:Due to the short project timeline and the deadline with the donor, the contractor must have the needed financial capacity and requested market experience to be able to implement such a construction project under the current circumstances. Therefore, the contractor is required to ensure compliance with the current criteria as stated in the tender documents

New clarification added: Clarification:Dear UNOPSHope you are wellRegarding the Key personnel proposed in Stage: 4. Technical criteria it stated that (bidder confirmation that they will propose and mobilize personnel meeting the minimum qualifications listed under Part 3: Key personnel proposed (in the file ''Small_Works_RFQ_Section_II_III_IV_V'', only if they are selected and recommended for contract award) but in the vendor submission (document Checklist ) there is a place for CV of key personnel while the requierd in the QUALIFICATION CRITERIA is confirmation letter could you please advise UNOPS REPLY:The CVs listed in the checklist are requested at this stage to help save time for both UNOPS and the contractors during the evaluation process. However, as per the Qualification Criteria, the formal requirement at this stage is a confirmation letter indicating that the bidder will propose and mobilize personnel meeting the minimum qualifications if selected and recommended for contract award.Non-submission of CVs at this stage will not lead to disqualification of your offer. Bidders may submit the confirmation letter under the CVs tab for now, and UNOPS will provide further clarification on CV requirements during the evaluation stage.
