Description

UNHCR Philippines seeks a qualified SMS service provider and Viber Service provider to support donor communication through reliable, secure, and compliant SMS and Viber delivery. SMS and Viber services are essential for timely donor stewardship, complementing calls and other communication channels, improving contact rates, and enhancing donor experience particularly during emergencies when rapid outreach is required. Viber messaging is essential for donor stewardship, rapid updates
during emergencies, and reinforcing donor engagement alongside calls, SMS, and email.
In the Philippines, SMS Sender ID protection follows the National Telecommunications Commission (NTC) and telco-implemented SMS Registration/Whitelist Schemes to prevent spoofing. The selected vendor must support Sender ID registration and ensure compliance with all local telco and data-security requirements. In addition the selected vendor must support Viber Business messaging policies, ensure full compliance with data protection requirements, and meet local regulatory requirements for messaging services.

Project duration: service starting from the appointment of the selected service provider for the period of one year, with the possibility of extension for an additional year which is 1+1-year frame agreement. It is expected that the service starts on 1 May 2026 tentatively.
