New clarification added: Dear Sir/Madam,We hope you are doing well.We are currently preparing our submission for the RFQ titled “Consultancy for Establishing a Regulatory Fast-Track Platform for the Sierra Leone Electricity and Water Regulatory Commission (SLEWRC)” and would appreciate clarification on the following points:1. Consortium Eligibility CriteriaIn case of a consortium/joint venture, can the eligibility and qualification criteria (including technical experience) be met collectively across consortium members, or is each member required to independently satisfy all such criteria?2. Hosting Approach for CostingAs the hosting model (cloud vs. on-premise) is to be finalized in consultation during the project, should bidders assume a specific hosting approach for financial proposals, or is it acceptable to provide indicative costing for both options?3. Integration with Existing SystemsCould you please confirm whether detailed documentation and access will be provided for any existing systems (such as license databases, website CMS, or other internal tools) that the platform is expected to integrate with?We would appreciate your guidance on the above to ensure alignment with the RFQ requirements.Thank you for your time and support.Warm regards,Argusoft1. Eligibility for technical experience can be met collectively across consortium members, while legal eligibility must be met by at least one member of the consortium.2. Please provide an indicative cost across options with a clear indication of which of the options is most appropriate and cost-effective in the long-term.3. Further details on existing system infrastructure will be made available by SLEWRC upon request, pre/post contractual engagement with the preferred bidder, however, bidders are expected to anticipate open-source integration based on the existing system information provided as annex to this tender.
