This is because, with radio control , all the hydraulic system and controls must be electric. This is good for Europe, USA and Australia, where you can easily find any type of electrical components everywhere in case of need. Unfortunately, this is NOT possible in different areas, instead, there is much higher risk of drilling rigs stop for weeks or months. Please consider seriously our suggestion to CANCEL the radio remote control on these specs.Clarification Response 2-The technical requirements stated  based on the technical  interest of the beneficiary. New clarification added: Dear Bidders,Kindly find below the clarification responses provided to the questions received from an interested bidder.Clarification Request 1I addition to the previously submitted questions, we we would like to present the following two questions as well: 1.    In the Lot 2 it is mentioned that the rig shall be equipped with a deck engine with a capacity of 300-350HP (220-250 kW) at 1800-2200 RPM and after that a compressor with hydraulic clutch shall be installed for driving it. Our questions are two:Do you want just a single engine to run the rig and the compressor at a time? If yes, the engine must be a lot bigger than what is mentioned. It should be at least 585-600 HP.   Or do you prefer a second engine just to run the compressor? In this case you don’t need any more the clutch because there will be an elastic joint between engine and compressor and the clutch will be superfluous. Please Clarify this point. Clarification Response   to Q.1The capacity of the deckengine is provided based on the technical  interest of the Beneficiary. Kindly  provide your bid offer as per the given minimum requirement.Clarification Request 22.        Under lot 1, Drilling tools we see that item numbers 21, 24, 25, 26 and 27 (Tricon bits) are all the same size and type. New clarification added: Dear Bidders,Kindly find below the clarification responses provided to the questions received from an interested bidder.Clarification Request 1We hereby kindly present the following questions for your response and clarifications: 1.    The tender preparation time is too short for such big drilling rig that needs gathering of various offers from the manufacturers of its components. Hence, we request extension of the closing date of the tender by at least 15 days from its original closing date.Clarification Response   to Q.1.The Tender submission Date is extended until 2026-04-30 12:00 UTC.Clarification Request 2 2.        The stated delivery time of the rigs is not practical. Hence, the delivery time of the rigs should be at least one year (12 months) from the time of the purchase order (PO). Kindly note that there is no incentive for us to deliberately delay the delivery time as we invest our own resources for manufacturing the rigs and it is absolutely our interest to finalize the manufacturing and deliver the rigs earlier for collecting back our investment.Clarification Response   to Q.2Due to the short project duration, the delivery requirement has changed from the shortest possible delivery time to a mandatory FCA delivery period of 45–60 days or  Delivery from stock and DAP delivery period from 60-105 days or delivery from stock . This is the requirement from the partner for the standardization purpose. .Clarification Request 22.With reference to the tender specification indicating an IVECO truck chassis, we kindly seek your confirmation on whether an equivalent chassis, fully compliant with the stipulated technical parameters, would be considered acceptable Clarification Response  for Q.2 Please be informed that  it is clearly stated in the solicitation document that the truck must be from ASTRA or IVECO Model. And this is the requirement from the partner for the standardization purpose. .Clarification Request 33.We are requesting the following clarification: We have analysed the specifications of this new tender and would like to emphasize that they are a copy-paste of the exact specifications of our competitor on all components. With the utmost respect for UNOPS, we believe it is inappropriate for a buyer to create purchase specifications using a copy-paste from one specific manufacturer. We believe that a buyer should list the main power and performance required by the machine, describing the drilling depth and diameter to be achieved with the different drilling methods required, but should not go into specifics regarding torque, rpm, flow rates, pressures, etc., unless a minimum requirement is specified where strictly necessary. We therefore ask if it is acceptable for you to submit our proposal for equivalent machines.Clarification Response to Q. 3 This is to clarify that UNOPS procurement policies mandate fair and open competition, and specifications will be designed to maximize competition while meeting the operational needs of the end-user. The requirement is developed based on the needs of the end user and we believe that the advertised tender and its requirements are open and promote competition except for the truck which was deliberately requested for an IVECO/ ASTRA truck Model due to the partner’s standardization purpose.Regarding your request to submit a proposal for equivalent machines specifications:Please be advised that all proposals must strictly adhere to the minimum  requirements outlined in the official solicitation document. If a bidder believes its proposed  machine is technically equivalent and meets the necessary performance and output requirements (e.g., drilling depth, diameter, drilling methods), UNOPS  encourages bidders to submit their  proposal. Clarification Request  44.We are Acr drilling( Acarkardesler drilling) and we would like to join this tender but we have some questions.  Can we submit without a Booster? Is it a Booster obligation? If so will the booster be on the rig?Clarification Response for  Q4.Bidders are required to provide a complete set of all the items requested under each lot. Regarding the Boostermachine , it is a standalone machine which should be supplied with the complete rigs but not mounted on the truck.Clarification Request  55.We have additional questions: Will the compressor be on the machine?Clarification Response for Q.5.  Bidders are required to provide a complete set of all the items requested under each lot. Regarding the Compressor machine , for Lot 1- there are two Compressors. Item 3 of the Lots(Movable Compressor) is a separate standalone machine which should be supplied with the complete rigs but not mounted on the truck however the other compressor will be mounted on the truck together with the other component machines( such as Deck Engine, Welder generator, mudpump etc).
