New clarification added: Dear Bidders,Kindly find below the clarification responses provided to the questions received from an interested bidder.Clarification Request 11.Regarding the truck, the required brand is ASTRA/IVECO, could you clarify that if you accept other brand's truck? Clarification Response   to Q.1.Please be informed that the requirement for the  truck is ASTRA or IVECO Model. This is the requirement from the partner for the standardization purpose. .Clarification Request 22.With reference to the tender specification indicating an IVECO truck chassis, we kindly seek your confirmation on whether an equivalent chassis, fully compliant with the stipulated technical parameters, would be considered acceptable Clarification Response  for Q.2 Please be informed that  it is clearly stated in the solicitation document that the truck must be from ASTRA or IVECO Model. And this is the requirement from the partner for the standardization purpose. .Clarification Request 33.We are requesting the following clarification: We have analysed the specifications of this new tender and would like to emphasize that they are a copy-paste of the exact specifications of our competitor on all components. With the utmost respect for UNOPS, we believe it is inappropriate for a buyer to create purchase specifications using a copy-paste from one specific manufacturer. We believe that a buyer should list the main power and performance required by the machine, describing the drilling depth and diameter to be achieved with the different drilling methods required, but should not go into specifics regarding torque, rpm, flow rates, pressures, etc., unless a minimum requirement is specified where strictly necessary. We therefore ask if it is acceptable for you to submit our proposal for equivalent machines.Clarification Response to Q. 3 This is to clarify that UNOPS procurement policies mandate fair and open competition, and specifications will be designed to maximize competition while meeting the operational needs of the end-user. The requirement is developed based on the needs of the end user and we believe that the advertised tender and its requirements are open and promote competition except for the truck which was deliberately requested for an IVECO/ ASTRA truck Model due to the partner’s standardization purpose.Regarding your request to submit a proposal for equivalent machines specifications:Please be advised that all proposals must strictly adhere to the minimum  requirements outlined in the official solicitation document. If a bidder believes its proposed  machine is technically equivalent and meets the necessary performance and output requirements (e.g., drilling depth, diameter, drilling methods), UNOPS  encourages bidders to submit their  proposal. Clarification Request  44.We are Acr drilling( Acarkardesler drilling) and we would like to join this tender but we have some questions.  Can we submit without a Booster? Is it a Booster obligation? If so will the booster be on the rig?Clarification Response for  Q4.Bidders are required to provide a complete set of all the items requested under each lot. Regarding the Boostermachine , it is a standalone machine which should be supplied with the complete rigs but not mounted on the truck.Clarification Request  55.We have additional questions: Will the compressor be on the machine?Clarification Response for Q.5.  Bidders are required to provide a complete set of all the items requested under each lot. Regarding the Compressor machine , for Lot 1- there are two Compressors. Item 3 of the Lots(Movable Compressor) is a separate standalone machine which should be supplied with the complete rigs but not mounted on the truck however the other compressor will be mounted on the truck together with the other component machines( such as Deck Engine, Welder generator, mudpump etc).
