New clarification added: Q46:After reviewing the tender documentation for the procurement of lab furniture, we would like to raise a concern regarding the provision stating that the supply of goods under this tender is exempt from Value Added Tax (VAT).For local manufacturers, the production of the offered goods requires the procurement of raw materials and components, many of which are imported and subject to VAT upon importation into the Republic of Uzbekistan in accordance with applicable tax legislation.Under the tax regulations of the Republic of Uzbekistan, input VAT paid on goods, works, or services used for VAT-exempt supplies cannot be credited and must therefore be included in the production cost. As a result, when a tender requires delivery under a VAT-exempt regime, local manufacturers are placed at a structural disadvantage, since the VAT paid on imported raw materials becomes an additional cost that cannot be recovered.This situation effectively leads to:-Unequal participation conditions for local manufacturers, who incur unrecoverable VAT on imported raw materials used in production;-Restrictions on fair competition, as certain participants may not face the same tax burden depending on their supply structure;-Reduced participation of domestic manufacturing companies, which contradicts the principle of equal access to public procurement.-Given the above, the current tender conditions may limit the rights and competitive opportunities of local manufacturing participants, as they bear additional tax costs that are not compensated within the tender framework.In order to ensure equal and fair participation conditions for all bidders, particularly domestic manufacturers, we kindly request the Tender Committee to consider one of the following options: Allow suppliers to submit bids with VAT applied in accordance with applicable tax legislation, or Introduce a mechanism that takes into account or compensates the input VAT paid on imported raw materials used in the production of the supplied goods. A46: Manufacturers/businesses around the world pay either Value Added Tax or Goods and Services Tax along its upstream supply chain, when procuring raw materials, components or other types of goods/services required for production, therefore it would be inappropriate to allege that Uzbekistan based manufacturers/businesses are in disadvantageous position. As for the bids submitted within this ITB, they shall be submitted net of Value Added Tax, other direct taxes and customs duties for the imported items. Additionally, in accordance with Article 483 of the Tax Code of the Republic of Uzbekistan, transactions related to the sale and import of goods (services) procured within the framework of projects financed by international financial institutions and foreign governmental financial organizations are exempt from value-added tax (VAT). This provision is aligned with the Decree of the President of the Republic of Uzbekistan dated 16 December 2023 No. UP-195 “On additional measures to further accelerate the implementation of projects carried out with the participation of international financial institutions and foreign governmental financial organizations.” and supported by the Resolution of the President of the Republic of Uzbekistan dated 27 May 2021 No. PP-5129 “On measures to implement the project ‘Taking Urgent Measures to Counter the Coronavirus Infection (COVID-19) in the Republic of Uzbekistan’ with the participation of the Asian Development Bank and the Asian Infrastructure Investment Bank”.

New clarification added: Q45:Reference is made to material requirements for making worktops of tables stipulated in line #7 in Lot #1, item # 1,2,3 and 4. Please clarify if it would be acceptable to make a laboratory table top from two types of materials pressed together, eg. the upper part of the tabletop would be made of 4 or 6 mm HPL panel, and the lower part 12 or 10 mm of plastic PVC panels? As a result, the tabletop thickness will be 16 mm and will meet technical requirements. A45: The requirement will not be amended. In case if an offered tabletop combines 1 or more types of materials, such worktop will be accepatable as long as the top layer is made of monolithic chemically resistant plastic based on thermosetting resins or equivalent material High Pressure Laminate (HPL) or epoxy resin which will maintains resistance to substances listed in Line #9 and as long as overall worktop load capacity requirements are met.

New clarification added: Q43:Reference is made to the material requirements for integrated sink stipulated in line #10 in Lot#1, Item # 2 and #3. The requirement to the sink material reads as "One seamless sink depth of at least 300 mm made of epoxy copolymer", please clarify if a high-quality molded PP sink would be accepted as an equivalent alternative, which is more common and offering better chemical resistance, superior impact resistance, seamless leak-proof construction, and easier cleaning. A43:After careful technical consideration, please be informed that the requirement for an epoxy copolymer sink shall be maintained and not revised. This specification has been defined to ensure: high resistance to aggressive chemicals and reagents, superior performance under elevated temperatures, long-term durability under intensive laboratory use,compliance with established laboratory standards for wet workstations. No changes will be made to this requirement.

New clarification added: Q42:Reference is made to requirements on chemical resistance stipulated in lines #8 and #9 in Lot #3 Item #1.According to the technical specification, the working surfaces must have a chemically resistant coating capable of withstanding regular cleaning, washing, and disinfection, as well as exposure to a wide range of chemicals including inorganic acids, organic acids, alkalis, organic solvents, disinfectants, and other substances.We would kindly like to request clarification regarding the applicability of these requirements to chemical storage cabinets.In standard laboratory practice, such extensive chemical resistance requirements are typically applied to laboratory work surfaces and benchtops, where direct handling, preparation, and processing of chemical reagents take place. However, chemical storage cabinets are primarily intended for the storage of reagents and laboratory materials, and their internal shelves and surfaces are generally not exposed to direct or prolonged contact with concentrated acids, alkalis, or organic solvents listed in the specification. For this reason, laboratory storage cabinets are commonly manufactured using metal shelves with chemically resistant powder coating, which provides sufficient resistance to routine laboratory conditions, including cleaning and disinfection procedures.In this regard, please clarify whether the requirement for resistance to the full list of chemicals specified is critically necessary for storage cabinets, or whether it would be acceptable to specify standard laboratory-grade powder-coated metal surfaces suitable for chemical storage furniture. A42: Please be informed that chemical resistance requirements should be maintained. This requirements have been defined to ensure a necessary level of chemical resistance and operational safety in laboratory environment in situations where risk of contact with chemicals might be present such as accidental spills, cleaning procedures. New clarification added: Q41:Reference is made to thickness of steel sheet for inner compartment components stipulated in line #8 in Lot #3, Item #1. According to the technical specification, the shelves in the upper and lower compartments of the cabinet are required to be made of metal with thickness of not less than 1.5 mm. It is requested to consider the possibility of allowing the shelves to be manufactured from sheet metal with a thickness of not less than 1.2 mm with chemically resistant powder coating and height adjustment capability.The proposed thickness provides sufficient structural strength and stability for the intended laboratory use while maintaining the required load-bearing capacity of the shelves.Additionally, we kindly request to consider allowing the lower fixed shelf in the lower compartment to be manufactured from sheet metal with a thickness of not less than 1.2 mm, with the possibility of height adjustment.The proposed specification maintains the functional and operational characteristics of the cabinet while optimizing material usage and manufacturing efficiency. If required, we are ready to provide samples of finished products manufactured according to our proposed design solutions to confirm their structural strength and operational performance. We would like to inform you that in the practice of manufacturing laboratory furniture, cabinets made of sheet metal with protective coating are also widely used. Such constructions provide high mechanical strength, stability during operation, and long service life. A39: We acknowledge your technical justification and recognize that sheet metal constructions with protective coating are widely used in laboratory furniture manufacturing and can provide sufficient mechanical strength, stability, and durability. However, please note that, in addition to technical performance, cost considerations also play an important role in the evaluation of the proposed solutions. New clarification added: Q38:Reference is made to shelf rack frame requirements stipulated in line #10 in Lot #1 ,Item # 1,2 and 5. The dimension requirements for the steel tube of 50mmx50mmx2 mm is excessive from a design standpoint. Designs with a smaller metal section ensure the necessary rigidity, stability, and operational reliability of the laboratory shelving considering required load capacity of 15 kg only. It is offered to decrease dimensions of the tube to at least 30 mmx30 mmx 2 mm and to increase the thickness of the polypropylene shelves from 4 mm to 10 mm. The proposed design solutions fully ensure the required product performance characteristics and correspond to the stated load, while avoiding unnecessary waste of materials and budgetary resources. A38: Considering the observations,the requirements for steel tubes and shelf thickness will be amended. New clarification added: Q37: Reference is made to Lot#3 Item #1 Storage Cabinet, specifically to the Cabinet frame. It is specified that frame to be made of square steel tubes. However, our standard production process for such storage cabinets uses "steel sheets directly pressed/forming, sprayed, and assembled as complete sets". Can the pressed steel sheet construction method be accepted as an alternative, provided it meets all technical requirements (load capacity, durability, structural stability)? A37: Cabinet produced by means of the suggested method will not be acceptable as the frame made of square/ractangular steel tubes will re-enforce the whole structure and will ensure better sturdiness.

This profile is typically used for heavier metal structures and significantly increases the weight of the product, production, and transportation costs, without significantly affecting the functionality and reliability of the laboratory furniture. Please consider decreasing the width of the profile from 50mm to 30 mm and allow to offer rectangular steel tubes. New clarification added: Q34: Reference is made to the requirements in line titled "Packaging and delivery requirements" for all lots and items in ITB-2026-61960_Section III_Returnable Bidding Forms_Form D_Technical Bid Form that read as "Supplied unassembled. Upon delivery to the end user, the product must be assembled, tested, and commissioned by a Supplier expert at each workstation". Please confirm, there if there is posibility of delivering cabinets in assembled condition, except for the installation of handles and caster wheels, which may be mounted on site during installation. A34: It is up to a supplier to find the most efficient and effective to deliver the goods to final locations, whether assembled or broken down to components. The wording "if applicable" to be added to the forementioned requirement.

Bidder shall perform the related services (installation, commissioning, training, etc.) within 60 days after goods’ arrival to Uzbekistan".Please clarify if a local manufacturer/supplier could start delivery and installation processes earlier than the set timeliness and execute partial deliveries to certain locations/regions upon readiness of certain quantities of certain lot(s)? A33:As for the partial deliveries, they are possible as stipulated in Part 2 of Annex III:Special conditions of "ITB-2026-61960_Section IV_Contract Template". As for earlier deliveries timelines than set in the requirements to the final locaitons is also possible but with prior coordination with UNOPS and authorities of the receiving locations. In case receiving location(s) is not ready to receive early delivery, the supplier will bear storage cost and other logistics costs.

New clarification added: Q18:Reference is made to the technical requirement for a mixer to supplied along with an integrated sink in in Lot #1: Item #2 and Item #3. In the “Comparative Data Table” under Section 10 (“Set / Комплектация”), the requirement for the integrated sink cabinet includes the following specification for the water mixer: “With chemically resistant mixers (with the ability to switch to shower mode) for cold and hot water.” .In standard laboratory furniture practice, laboratory-grade water faucets are typically designed with a long, slender gooseneck spout to allow connection to hoses or other laboratory equipment. These faucets do not normally incorporate a “shower mode” function, which is more commonly associated with domestic or household-style mixers. A18: In light of the observation, the following requirement "(with the ability to switch to shower mode)" will be removed from the technical specification. The revised ITB-2026-61960_Section III_Returnable Bidding Forms_Form D_Technical Bid Form with appropriate amendment to be uploaded in the "Documents" section of the ITB.

New clarification added: Q17: Reference is made to the Lot #3:Storage cabinet. The requirements specifies a frame steel plate thickness of no less than 2 mm and an internal partition thickness of no less than 1.5 mm. As this is significantly higher than the conventional thickness of 1 mm, it will increase production costs. A17: The thickness of steel sheet not less than 1 mm for the inside shelves and drawers will be accepatable as long as the requirement of the load capacity is met. The revised ITB-2026-61960_Section III_Returnable Bidding Forms_Form D_Technical Bid Form with appropriate amendment to be uploaded in the "Documents" section of the ITB.

New clarification added: Q16: Please clarify on the requirement "Edge banding" across all 5 items included in the Lot #1:Laboratory instrument tables. Edge bending is generally used with wooden panels (such as MDF or plywood) in furniture manufacturing, whereas PP is commonly used in fully molded or non-wood laboratory furniture.We kindly request you to clarify whether you are specifically expecting: Wooden cabinets with edge-banded panels, or Polypropylene (PP) / metal-based laboratory furniture. A16: Considering the observation the requirement on edge banding shall be removed from the technical specifications of Lot #1. The revised ITB-2026-61960_Section III_Returnable Bidding Forms_Form D_Technical Bid Form with appropriate amendment to be uploaded in the "Documents" section of the ITB.

New clarification added: Q15: Please clarify if the following worktop materials shall be accepted as substantially compliant for instrument tables specified in Lot 1 – Laboratory instrument tables: High Pressure Laminate (HPL), epoxy rasin, compact laminate? A15:The worktops made of High Pressure Laminate (HPL), epoxy resin worktops and monolithic chemically resistant plastic based on thermosetting resins shall be considered as substantially compliant. Worktop made of compact laminate shall not be accepted. The revised ITB-2026-61960_Section III_Returnable Bidding Forms_Form D_Technical Bid Form with appropriate amendment to be uploaded in the "Documents" section of the ITB.

New clarification added: Q14:Please clarify requirment on worktop thickness for all tables in Lot #1:Laboratory instrument tables? A14: The thickness of the worktop surface layer shall be not less than 16 mm as long as the load capacity requirement is met. New clarification added: Q13: Could you clarify if the goods must be put into container and if transportation of packed goods by road on trucks is acceptable? A13: There are no specific requirements in regards to type of shipping unit and mode of transportation to be used for transportation of the goods.

New clarification added: Q12: In 4.3 Packing and Shipping instructions of Section IV_Contract Template, it showed "Partial shipment is allowed", could you confirm if partial shipments are acceptable? A12:Yes, partial shipments are allowed as long as the total quantities are delivered and installed at the final destinations within the required timelines.

New clarification added: Q10: Is point "4.3. Packing and shipping instructions" of Annex III: Schedule of Requirements in the document titled "ITB-2026-61960_Section IV_Contract Template" applicable to furniture? Please be advised the usually it is packed with paper. A10: Yes, the requirements are general for all lots and items in it, except for the package type eg. case,carton,crate which may be not conventional for furniture of certain types of furniture. Contractor will have to provide shipment information ,lable it as stipulated in the point 4.3.

New clarification added: Q9: Please clarify how will the payment be made and what percentage of the prepayment is paid in advance? A9: For payment method and its breakdown please refer to the following provisions in the document titled "ITB-2026-61960_Section IV_Contract Template" a) Clause #5 Price and Payment of of the Instrument of Agreement and b) Annex 1:Special Conditions. As of advance payment, please be advsed that there is no advance payment considered in this ITB as stated in the "Particulars" section.

New clarification added: Q6:As the procurement is being conducted in 2026, please confirm the following: May the Bidder submit financial statements for 2023, 2024, and 2025 instead of 2022, 2023, and 2024 for the purpose of calculating the average annual turnover? A6: Bidder may submit balance sheets for years 2023,2024,2025, if 2025 is already available. To clarify, the purpose of submitting financial statement for 3 years is not for calculating an average turnover of the three years, but to confirm that a bidder by itself or in combination with its JV partners had annual turnover in one of the three years that was equal or more than the value of its bid for a single or several lot.

A5:Bidders are required to deliver goods at DPU Tashkent, provide in-country logistics that includes delivery and assembly and installation (where required) at each location and therefore provide prices in all sections of the attached "ITB-2026-61960_Section III_Returnable Bidding Forms_Form C_Price Schedule Form". Final destination facilitites are listed in the Table #3 of Annex III: Schedule of Requirements of the document titled "ITB-2026-61960_Section IV_Contract Template".

New clarification added: Q3: Please clarify on delivery timelines and possibility for extension of the set timelines. A3: As per the requirements of the tender, the goods will be delivered at DPU Tashkent within 90 days after the contract signing, afterwards the goods will be distributed to the final destinations across Uzbekistan within 60 days. Extension of the set timeines is not feasible due to the overall project timelines.

New clarification added: Q2: Reference is made to Qualification Criteria of the bidding document Turnover requirement:The bidding document states: “The Bidders should have annual sales turnover of minimum the value as quoted against each lot, in any one of the last three years to qualify for a particular lot. The criteria will be cumulative for the purpose of evaluating multiple lots. This has to be demonstrated through bidder’s balance sheets for the last three years (2024, 2023 and 2022) combined with data provided by the Bidder in the Form G: Financial Capability Form.” Please clarify the following: in case of a Joint Venture (JV), may this turnover requirement be fulfilled by any one JV member? A2:Turnover of any one of JV members or combined turnover of all JV members must be of minimum the value as quoted against each lot, in any one of the last three years to qualify for a particular lot.

Please clarify the following: What is the required scope of the three (3) contracts? In case the bidder is a Joint Venture (JV), may this requirement be satisfied by submitting the qualifying contracts of any one JV member? A1: The bidder must provide details as stipulated in Form E: Performance statement Form of at least 3 contracts in supplying furniture that were executed within the last 2 years. Yes, in case of joint venture, at least one member of JV or in combination with the main bidding company must have experience in supplying and/or manufacturing furniture by providing details of 3 contracts executed withing the last 2 years. As per the "Particulars" section of the ITB, qualification criteria (specific experience requirements, turnover requirements, ISO certificate etc.) refer to all joint venture partners combined.2.
