  1. Project Description

The EAGLE project aims at facilitating skills development and mobility between the Egypt and Austria.  

The project design is axed around investing in the further education of qualified workers in Egypt in the transportation sector, as well as providing initial work experience in professions in which skilled workers are needed in Austria. Eagle will develop a curriculum focusing on technical vocational training (TVET) in the field of metal technology and processing for the transport sector, in particular on modern welding techniques.

Subsequently, a certain number of skilled workers will move to Austria in the framework of the Red- White-Red Card (RWR Card) scheme.

In addition to imparting specific specialist knowledge, EAGLE attaches particular importance to the promotion of linguistic skills, German and English, basic as well as understanding of European values, principles and traditions. The aim is to accelerate and facilitate integration in Austria and in international companies in Egypt along with facilitating adaptation to the living, working and business environment.

A total of 135 people will be trained as part of the project. The prerequisite for participation is a completed apprenticeship in metal technology and processing that is comparable to Austrian standards. The training package consists of a nine-month training course [MK1] in technical and soft skills as well as linguistic skills. Furthermore, three-month internships are arranged to increase the employability of EAGLE participants. For 100 participants, who wish to emigrate from Egypt, German courses and an A2 certificate are offered (the so-called "Away-Track"). The 35 participants, who are placed on the Egyptian labor market will receive English courses (the so-called "Home-Track"). All participants receive an EAGLE scholarship for the duration of the six-month training.

 

 

 

  1. Scope of work

 

  • The consultancy/service provider will support the development and facilitation of the language courses for all participants in both the Away and Home Tracks. As identified above, up to at least 135 participants will be selected (100 Outbound Track, 35 Home track), with a target of at least 30% women participation. The services required include:

 

  1. For Away track:
  • To design and deliver a 9-month German language program targeting, with the aim to reach at least a A2 certified proficiency for outbound participants. (in a hybrid modality with approximately 20 training hours per week)
  • To design and deliver a 3-month German language refresher classes for matched participants with hiring companies in Austria, focusing on workplace-related language skills. (online with approximately 20 training hours per week)

 

  1. For Home Track:
    • To design and deliver a 3-month English language program for home track participants. (hybrid modality)

 

 

  • The service provider shall take the lead in managing and supervising the participants’ language certification process, including:
  • Coordinating and overseeing registration for internationally recognized German language exams.
  • Covering exam fees for all participants. Ensuring candidates are fully supported and prepared for certification in one of the following internationally accredited examination systems:
  • TELC
  • Goethe Institution
  • ÖSD
  • ACL

 

  • The service provider is responsible for liaising with accredited examination centers, ensuring timely scheduling, guiding participants through the process, and providing any required documentation and follow-up.
  • The service provider should establish and maintain a waiting list as a contingency measure for potential participant dropouts
  • The service provider should consider the overall project scope and coordinate closely with the curriculum development, TOT, and technical training implementation team to align the timeline and to ensure that course curriculum incorporate the relevant language terminologies.

 

 

  1. Institutional Arrangement

 

The service provider will coordinate directly with the EAGLE Project Manager at IOM Egypt, including submission of reports, approvals, and acceptance certificates.

 

 

 

 

  1. Duration of Work

 

The required services should be delivered over a total period of 17 months within the project’s cycle. The following is a breakdown of the timelines:

  • Two months: Curriculum delivery and review.
  • Nine months: German classes hybrid modality facilitation.
  • Three months: English classes hybrid modality facilitation.
  • Three months: German refresher classes online facilitation.

 

 

  1. Qualifications of the Successful Service Provider at Various Levels

 

  • The service provider should have a minimum of five years of experience in the field of language courses development and facilitation.
  • Experience in providing tailored curriculums for TVET scope with a focus on the Welding occupation and Transportation sector is an advantage.
  • Strong Reporting, Monitoring, and Learning Capacity: Experience in producing analytical reports, managing gender-disaggregated data, monitoring participant progress, and incorporating feedback and lessons learned to improve future selection cycles.
  • Proven track record in working with government entities, private sector organizations, and UN agencies on educational initiatives is preferred.
     
  1. Scope of Proposal Price and Schedule of Payments

 

The contract price is a fixed output-based price regardless of the specific duration.

 [MK1]FYI: The DOA mentioned this ”In the so-called outbound track, EAGLE will train at least 100 participants in a 9-month up-skilling programme in preparation of migrating to Austria. The curriculum will ensure that all formal requirements for migration to Austria are met, in particular German language requirements. In the so-called home track, at least 35 participants will be trained in a 6-month up-skilling programme with the goal of joining the Egyptian workforce. They will receive English language training that will prepare them to work in an international environment. Furthermore, to support the transition from learning to work, EAGLE will cooperate with (inter)-national companies in Egypt to facilitate 3-month internship opportunities (home and outbound tracks)”
