The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.
Below is a summary of the work to be performed:
The consultant will undertake a desk review to support the Malaysian Trades Union Congress (MTUC) in preparing for the ILO Technical Advisory Mission scheduled for April 2026. The assignment involves analysing the implications of the 2025 conclusions of the ILO Committee on the Application of Standards (CAS) concerning Malaysia, with a focus on freedom of association and collective bargaining. The consultant will review relevant international labour standards, supervisory body comments, and national legislation and policies. The work will include identifying key legal, institutional and practical challenges, as well as priority areas for reform, including issues affecting trade union rights, dispute resolution mechanisms, and the protection of migrant and vulnerable workers. The consultant will develop practical, evidence-based recommendations aligned with international labour standards and consolidate findings into a concise analytical report to inform MTUC’s engagement in the mission process.
